(AP) ? A potential doubling of milk prices will be averted as part of the compromise that White House and congressional bargainers reached on wide-ranging legislation to avert the "fiscal cliff," a leading senator said late Monday.

Senate Agriculture Committee Chairwoman Debbie Stabenow, D-Mich., told reporters that negotiators had agreed to extend portions of the expired 2008 farm bill through September. She said that includes language keeping milk prices from rising, but excludes other provisions like energy and disaster aid for farmers.

Stabenow said she considers the slimmed-down extension to be "Mitch McConnell's version of a farm bill." She was referring to the Senate Republican leader from Kentucky, who she said forced bargainers to accept the version of the farm bill that appeared in the deal.

McConnell spokesman Michael Brumas responded: "Sen. McConnell put forward a bipartisan, responsible solution that averted the dairy cliff and provided certainty to farmers for the next year without costing taxpayers a dime."

Just a day earlier, Stabenow said leaders from both parties on the House and Senate agriculture committees had agreed to extend the entire farm bill.

Stabenow and House Agriculture Chairman Frank Lucas, R-Okla., announced Sunday that they had agreed on a last-minute move that would extend the entire farm bill and replace dairy programs that expire at midnight Tuesday. Expiration of those dairy programs could mean higher milk prices at the grocery store within just a few weeks.

But the House GOP had not endorsed the committees' extension agreement.

The nonpartisan Congressional Budget Office estimated Sunday that extending the entire bill through September, including disaster assistance for farmers affected by drought, could cost more than $1 billion this budget year.

House Speaker John Boehner, R-Ohio, has pushed back on passage of a new five-year farm bill for months, saying there were not enough votes to bring it to the House floor after the House Agriculture Committee approved it in July. The Senate passed its version of a farm bill in June. The bill, generally passed every five years, includes food stamps, farm subsidies and other help for rural areas.

But the prospect of higher milk prices prompted some action. Agriculture Secretary Tom Vilsack has said Americans face the prospect of paying $7 for a gallon of milk if the current dairy program lapsed and the government returned to a 1948 formula for calculating milk price supports.

Extending the entire agriculture bill would have included an overhaul of dairy programs that was included in both the Senate and House committee bills. The new dairy programs include a voluntary insurance program for dairy producers, and those who choose that new program also would have to participate in a market stabilization program that could dictate production cuts when oversupply drives down prices ? an idea that hasn't gone over well with Boehner.

In July, he called the current dairy program "Soviet-style" and said the new program would make it even worse. Large food companies that process and use dairy products have backed Boehner, saying the program could limit milk supplies and increase their costs.

One of the reasons Boehner has balked at bringing up a farm bill is disagreement among House Republicans over how much money should be cut from food stamps, which make up roughly 80 percent of the half-trillion-dollar bill's cost over five years. Lucas has unsuccessfully pushed his leadership for months to move on the legislation despite the disagreement over food aid.

Fluxys? financial strength is to remain unaffected by the transaction as by the end of 2012 the company will have carried through a capital increase of over ?140 million. The capital increase allows Fluxys to maintain a solid equity/debt ratio while continuing its development in Europe.

The Medgaz pipeline has been commissioned in April 2011 and can carry 8 billion cubic metres of gas per year. The pipeline is a strategically important link for bringing Algerian gas to Europe and it will further gain significance once the interconnection between the Spanish and French markets has become stronger.

Earlier this year, in its Q2 2012 earnings report, Facebook disclosed that 4.8 percent of its accounts were either "duplicate" accounts (meaning that one person was operating more than one profile) or being used for nefarious purposes that violate Facebook's rules.

In Q3, however, Facebook didn't give an update on its efforts to drive down the rate of fake accounts ? and the fake "Likes" that they seem to generate.

Facebook's war against fakes is a work in progress, it seems. The company is due to report new numbers after Dec. 31.

The fake like/fake account issue has been a years long headache at Facebook. Even though the actual rate of questionable activity on Facebook is a small percentage of its entire traffic, it harms the social network's reputation.

Facebook has been sued over invalid clicks in the past. There are persistent reports of fake likes coming from the accounts of deceased friends. The system has had flaws in it in the past that have inflated the number of likes on a page. And in October, Facebook began a purge of fake accounts and the likes they generated.

So we asked Facebook's vp/global marketing solutions Carolyn Everson what Facebook is doing to kill fake accounts. It turns out that Facebook is hunting down accounts and users on an individual basis, rather than en masse via some sort of algorithm. And they're targeting the obvious villains first.

Here's what she told us.

BI: What is the situation with the fake users and duplicate accounts rate? I know you were working on that certainly in the first part of the year, but you didn't update it in Q3. Is that under control now?

CE: It is very much under control now. It's something we monitor vigilantly. We have user operations teams based in India, in Dublin, in California and Austin that are constantly monitoring. We want to ensure that one of the core tenets of Facebook is that you have your unique identity on Facebook.

BI: Where are these people coming from? I don't understand what the point of it is.

CE: There were certain pockets of the world where this was more prevalent in some of the emerging markets, which by the way, is not dissimilar to what happened with search when search first launched. There were a lot of fake clicks happening. It is something the industry at large deals with. This isn't a FB-specific issue. If anything, we have an advantage because we are a true identity platform so we can quickly figure out if anyone is their true self on Facebook.

BI: Does that mean, though, that you will be deleting, for instance, the Facebook page that might apparently be run by my dog?

CE: We have not specifically gone to target people that have started pages for their dogs. What we are looking for is people who have widespread fake user ID accounts to make sure we take them out of the system. We call them bad actors and that's how we identify them.

The man says he didn?t want to compromise his Christian convictions by accepting same-sex couples who might hire a trolley for their wedding fun.

The owner of the Annapolis tour company says he?s going to ditch out on taking any couples and their wedding parties for rides because he?d have to take gay couples as well as the straight ones, and his religious beliefs conflict with that, reports the?Baltimore Sun.

He also wants his clients to side with him and lobby state lawmakers to institute an exemption for wedding vendors that would allow them to abstain from taking business due to religious beliefs. Same-sex marriage will become legal in Maryland ?in less than a week, so he?s cutting out while he can.

By walking away from the marriage business altogether, the owner is potentially avoiding discrimination lawsuits that might be brought against the company for refusing to cater to gay weddings.

?If they?re providing services to the public, they can?t discriminate who they provide their services to,? said the general counsel for the Maryland Commission on Civil Rights, according to the Baltimore Sun. That organization is the one which enforces the laws that don?t allow businesses to discriminate on the basis of ?things like race, sexual orientation, religion and more.

It?s his business, and therefore he can do what he wants, as long as he doesn?t allow anyone to use his service whatsoever. The owner won?t comment on his decision, but said he will post a full explanation on his company website by Jan.

He did admit to sending an email to a potential straight client that read:??we used to do weddings until recently. But we?re a Christian-owned business, and we are not able to lend support to gay marriages. And as a public accommodation, we cannot discriminate between gay or straight couples, so we had to stop doing all wedding transportation.?

The man who?d wanted to hire the company for his heterosexual wedding replied:??It is your right to run your business any way you see fit, but let?s be honest here, you drive a trolley up and down a street. Not exactly God?s work.?

He?s not the only business to step away from thousands of dollars in potential wedding revenue. According to the?Maryland Wedding Professionals Association, the trolley company is the second vendor to get skittish over the same-sex marriage law.

We?ve seen discrimination accusations against other businesses elsewhere, including B&B owners in Canada who reportedly refused to rent a room to a gay couple?and were subsequently ordered to pay $4,500 to the couple to make up for it.

Oil prices rise ahead of US fiscal-cliff talks

(AP) ? The price of crude rose Friday, following stock markets in Asia higher hours ahead of a last-ditch effort in Washington for political leaders to strike a budget deal before the year-end deadline.

Benchmark crude for February delivery rose 40 cents midday Bangkok time to $91.27 per barrel in electronic trading on the New York Mercantile Exchange.

The contract fell Thursday following a reported drop in U.S. consumer confidence and growing pessimism that President Barack Obama and Republican lawmakers will reach a compromise on ways to avoid the so-called fiscal cliff ? hundreds of billions of dollars in government spending cuts and tax increases that take effect automatically in 2013 unless lawmakers act.

Hopes that a compromise might be reached were raised after Obama, who cut his Hawaii vacation short, invited congressional leaders to the White House for talks Friday.

In other energy futures trading:

? Wholesale gasoline rose 1.2 cents to $2.8334 a gallon.

? Brent crude, used to price various kinds of foreign oil, rose 48 cents to $111.28 per barrel in London.

? Heating oil rose 0.3 cent to $3.0522 a gallon.

? Natural gas lost 1.3 cents to $3.399 per 1,000 cubic feet.

Trying to halt hepatitis C's molecular hijacking

Dec. 27, 2012 ? Researchers at the University of Colorado School of Medicine have figured out intimate details of how the hepatitis C virus takes over an invaded cell, a breakthrough that could point to way for new treatments for the virus.

Hep C hijacks the machinery by which a cell makes proteins and uses it instead to create proteins for the virus. Over the last two decades, researchers have figured out that Hep C uses an RNA molecule to do this. Now they're trying to fill in the details.

One key detail is reported in a paper published online Dec. 23 in Nature Structural and Molecular Biology. It's written by Jeffrey Kieft, PhD, an associate professor at the CU medical school's Department of Biochemistry and Molecular Genetics and an Early Career Scientist of the Howard Hughes Medical Institute, and his former graduate student, Megan Filbin, PhD, a graduate of the Program in Molecular Biology.

Working with researchers from the lab of Tamir Gonen at the Janelia Farm Research Campus of the Howard Hughes Medical Institute, Kieft used ultra high-power electron microscopes to take images of individual RNA molecules from Hep C as they interacted with the cell's machinery. The researchers combined those images with a variety of other experiments and these clues led them to identify a new way that the virus' RNAs takes over the cell's machinery.

Specifically, the researchers focused on how a ribosome, the cell's protein-making factory, can be manipulated by the Hep C RNA to affect a part of the protein process called translocation. And they saw something else -- that even very small changes in the interactions important for that hijacking process can be blocked.

"This points the way to developing drugs to fight hepatitis C in ways that current therapies do not," Kieft says.

Georgian leader vetoes amnesty bill in duel with parliament

TBILISI (Reuters) - Georgian President Mikheil Saakashvili vetoed on Thursday a bill that would free 3,500 prisoners, some considered political prisoners by the parliament dominated by his opponents, adding to a bitter power struggle in the former Soviet republic.

Georgia's parliament last week passed an amnesty law that would release many prisoners jailed under Saakashvili, whose party was ousted by an opposition coalition led by billionaire Bidzina Ivanishvili in an October 1 election.

Ivanishvili became a prime minister after the vote, forcing a difficult cohabitation between the president and new parliament controlled by his rivals.

Saakashvili said he disagreed with parliament's decision to define 200 inmates as political prisoners and release them under the amnesty law -- along with others whom he described as hardened criminals.

"It means that there are more political prisoners just in Georgia than in the whole world all together," Saakashvili told a meeting with students on Thursday.

"Among prisoners pardoned by the parliament are pedophiles, and let them (parliamentarians) take responsibility for this decision as I'm not going to," he said. "Among them are those who were selling information to our enemies...as well as military officers charged with high treason."

Parliament needs 89 votes to override the president's veto, and the current parliamentary majority will have enough votes to do so.

Saakashvili's move appears to add to a power play between him and the new prime minister.

Since the election a raft of former government officials have been arrested, accused of abuse of power and other crimes.

The West has warned Ivanishvili, a political novice, not to lead a witch-hunt of officials loyal to Saakashvili, who in turn is criticized by opponents for monopolizing power, mistreating critics and trampling on human rights.

Prisoners to be freed under the bill include those convicted for high treason, taking part in military riots, spying for Russia as well as robbery, fraud, theft, drugs and minor crimes, although critics of Saakashvili say many were victims of political persecution.

The law also calls for cutting the prison terms of more than 12,000 other criminals jailed for grave crimes.

Since first rising to power as a leader of the 2003 "rose" revolution, Saakashvili curbed petty corruption and implemented liberal economic reforms.

But he also cracked down on street protests against his rule, drawing accusations from opponents that he was resorting to authoritarian methods such as using police to punish critics.

Critics have voiced concerns over what they call heavy-handed tactics in Georgian jails under Saakashvili. A video showing torture, beating and sexual assault of prisoners was broadcast shortly before the election, triggering street protests that eventually helped Ivanishvili to win the vote.

PHILADELPHIA (CBS) ? Somewhere between opera and operetta, Les Mis?rables is a heart-on-its sleeve narrative concert.

The intense and thrilling experience that was the legendary, sung-through, ?80s stage show set in squalid revolutionary France, Les Mis?rables was an adaptation of Victor Hugo?s 1862 political novel and, in any form, is a testament to the human spirit.

And if the movie doesn?t quite replicate the parade of privileged moments of the stage play, it still resonates with intense emotionality and extravagant romanticism.

In short, it casts a spell.

Hugh Jackman stars as prisoner-turned-politician Jean Valjean, an ex-convict who, after spending nearly two decades in prison for stealing a loaf of bread, breaks parole and runs off to start a new life, becomes a factory owner and then the mayor of a small town.

Russell Crowe plays Javert, Valjean?s former prison guard, now a ruthless inspector, obsessively pursuing Valjean for decades.

And Anne Hathaway is destitute factory worker Fantine, a single mother turned prostitute whose young daughter Valjean promises to look after.

Their fates will intermingle during the 1862 uprising as French revolutionaries man the barricades.

Amanda Seyfried and Eddie Redmayne offer youthful romantic support, while Helena Bonham Carter and Sacha Baron Cohen contribute comic relief as greedy and disreputable innkeepers.

Director Tom Hooper, coming off his 2010 Oscar for best director (for The King?s Speech), demonstrates with this epic production that that was no fluke.

Instead of the usual way of filming musical numbers, which is having the performers lip-synch to prerecorded tracks, Hooper had his performers sing live during filming.

This proves to be a tremendous advantage in some cases.? Jackman, anchoring the film and changing considerably as his narrative arc unveils, is terrific throughout as singer and actor.

And Hathaway?s delivery of ?I Dreamed a Dream? is one of the most impactful in movie history: in one long, dramatic closeup, she sings her heart out while breaking ours.

But in other cases -? for example, with Crowe, who is not suited to this style of singing -? the unique approach reveals troublesome shortcomings, in singing if not in acting.

The screenplay by William Nicholson, based on the musical play by Alain Boublil, with memorable music by Claude Michel-Schoenberg and remarkably timeless lyrics by Herbert Kretzmer, makes room for eighteen musical numbers ?- including ?One Day More,? ?Bring Him Home,? and ?On My Own.?

Not all soar, but all register.

Following dozens of screen adaptations of Les Mis?rables as far back as the silent era, this is the first musical version.

Offering virtually no spoken dialogue, it isn?t perfect. But the class warfare on display, the portrait of the downtrodden, the focus on inequality and injustice, makes the film seem a lot less like a period piece than you might think.

As the sad songs mount up, you might even find yourself thinking of it as ?Occupy Wail Street.?

So we?ll barricade 3? stars out of 4 for a stirring musical drama with many moments of magnificence.? Unless you?re allergic to screen musicals, don?t Miz it.

US rejects No Child Left Behind waiver for Calif.

U.S. Education Secretary Arne Duncan offered states waivers last year, saying No Child Left Behind forced school districts 'into one-size-fits-all solutions that just don't work.'

California has become apparently only the second state ? and by far the largest ? to be denied a waiver of requirements of the No Child Left Behind education program, state officials said.

Thirty-four states and the District of Columbia have won waivers from provisions of the 2001 law, one of the signature achievements of the administration of former President George W. Bush, while nine other states and Puerto Rico have received conditional approval or have applications pending, according to the U.S. Education Department.

The agency doesn't publicize which states have been turned down, but Iowa is the only other state to have publicly acknowledged that it has been rejected.


California officials got the news Friday by telephone, The San Jose Mercury News reported, quoting Michael Kirst, president of the state Board of Education.

Kirst told the Mercury News that California's unwillingness to tie teacher evaluations to student test scores was what sank the state's request.

The denial wasn't a surprise ? Kirst and state school Superintendent Tom Torlakson warned local administrators in an open letter Friday (.pdf) that federal officials had indicated that California's request would be turned down.

No Child Left Behind

Thirty-four states and the District of Columbia have won waivers from the 2001 No Child Left Behind law. Nine states (in addition to the Puerto Rico) have received conditional approval or have requests pending:
- Alabama
- Alaska
- Hawaii
- Illinois
- Maine
- New Hampshire
- North Dakota
- Texas
- West Virginia

Two states are known to have been rejected:
-California
- Iowa

Five states haven't requested waivers or have withdrawn their requests:
-Montana
- Nebraska
- Pennsylvania (plans to request a waiver at a later date)
- Vermont
- Wyoming

"It is disappointing that our state's request ? which enjoyed such strong support from parents, teachers, administrators, and education advocates across California ? has apparently been rejected," Torlakson said in a separate statement.

Authorization for No Child Left Behind ? formal title: the Elementary and Secondary Education Act, or ESEA ? expired in 2007, and Congress hasn't acted to rewrite or refresh it. Last year, the Education Department told the states that they could apply for waivers pending a new law because the current law was "forcing districts into one-size-fits-all solutions that just don't work," Education Secretary Arne Duncan said at the time.

In the meantime, the old law continues to impose student test score standards that keep rising every year, to the point that many states say they're unrealistic in 2012. Critics contend that the law locks states into inflexible standards focused solely on reading and math, neglecting subjects like social studies, the arts, health and physical education.

Majority of states lining up to ditch No Child Left Behind

The old standards require a 100 percent rate of proficiency on standardized reading and math tests by 2014. The penalty for falling short is loss of federal funding for schools serving low-income children.

"On behalf of millions of parents, teachers, administrators and community members who fight for all children every day, we urge you to join us in prioritizing education by coming together to reauthorize and fix No Child Left Behind. We've waited long enough," Betsy Landers, president of the National PTA, wrote in an open letter to President Barack Obama last month.

Torlakson agreed, telling state educators: "The appropriate solution is for Congress to reauthorize the ESEA, replace its inflexible requirements with provisions that accommodate the differences in state policy approaches, and give districts adequate flexibility to improve student achievement."

But that doesn't appear likely to happen any time soon, with Congress transfixed by the looming "fiscal cliff" and immigration reform.

"At the moment, it's unclear if there is a real commitment and consensus in Congress for reauthorizing," Duncan told the Council of Chief State School Officers in a speech last month. "I wish there was a clear commitment and consensus."

Hero Dog Missing Snout Beats Cancer

Kabang, the hero dog from the Philippines who lost her snout and upper jaw while protecting two children, has beaten cancer and is one step closer to getting cosmetic surgery.

"There is no evidence of any remaining tumor," Gina Davis, the primary care veterinarian at the William R. Pritchard Veterinary Medical Teaching Hospital at the University of California at Davis, told the San Francisco Chronicle.

The brave canine gained notoriety late last year after she threw herself in front of her owner's daughter and niece to protect them from an oncoming speeding motorcycle. The children walked away unscathed, while Kabang lost her snout and upper jaw.

A grassroots campaign raised money to bring Kabang to the U.S. for treatment, but when she arrived, doctors found the dog had an aggressive sexually transmitted cancer and heart worms, according to the Chronicle.

With the cancer cured, Kabang must face grueling treatment to rid her body of heart worms before she can undergo the cosmetic procedure.

"These heart worms are literally like spaghetti, living in the major arteries and heart and lungs," said Marty Becker, a veterinarian and featured writer at VetStreet.com, who has not treated Kabang.

Treating the condition, which is often found in tropical and subtropical regions, is a very careful, deliberative process, Becker said, since veterinarians use arsenic.

"You slowly poison the heart worms," Becker said. "It's very expensive and done with a lot of finesse. The dog will definitely feel malaise."

After everything Kabang has been through, Becker has faith the hero pooch will pull through.

"The great thing about this dog is it has such a strong spirit," he said. "Whether you witness it in person or through this story, it's so powerful."

With the salary cap increasing by only a little in 2013, it?s safe to say that the franchise tags will increase by only a little, too.

Per Ian Rapoport of NFL Network, the NFL distributed at the league meetings in December the tentative franchise tenders for 2013.

For quarterbacks, the 2012 tender will be $14.6 million.? It was $14.4 million in 2012.

For running backs, the 2012 tender will be $8.0 million.? It was $7.7 million in 2011.

For receivers, it will be $10.3 million, up from $9.6 million.

For tight ends, the number climbs from $5.4 million to $5.9 million.

For offensive linemen (yes, they?re all jumbled together regardless of whether they play center, guard, or tackle), the franchise tender climbs to $9.6 million from $9.4 million.

For defensive ends, the $10.6 million tender in 2012 becomes $10.9 million in 2013.

For defensive tackles, the franchise tender will be $8.3 million, up from $7.9 million the prior year.

For linebackers, the number moves to $9.4 million in 2013 from $8.8 million in 2012.

For cornerbacks, the tender remains roughly the same, at $10.6 million.

For safeties, the new number is $6.7 million; last year it was $6.2 million.

For kickers and punters, the franchise number of $2.5 million from 2012 increases to $2.9 million.

Last year, the first under the new CBA, the franchise numbers dropped dramatically, even though the cap went up slightly.? The reduction comes from a new formula that takes the value of franchise tags for the last five years, adds them up, divides them by the total value of the salary cap for the last five years, and multiplies the resulting percentage by the salary cap for the current year.? So the number is ultimately driven by a percentage of the cap, not by what the highest-paid players at each position make.? Eventually, the franchise tags will settle in as a fixed percentage of the salary cap, remaining the same each year and only rising based on how much the cap rises.

For some players, the tag becomes higher because the franchise tag rules guarantee the greater of the standard tag or 120 percent of the player?s cap number from the prior year.

Partial list of taxes and fees in health overhaul

Starting in 2014, President Barack Obama's health care law will expand coverage to some 30 million uninsured people. At the same time, insurers no longer will be allowed to turn away those in poor health, and virtually every American will be required to have health insurance ? through an employer or a government program or by buying it on their own.

For the vast majority of people, the health care law won't mean sending more money to the Internal Revenue Service. But the wealthiest 2 percent of Americans will take the biggest hit, starting next year.

And roughly 20 million people eventually will benefit from tax credits that start in 2014 to help them pay insurance premiums.

A look at some of the major taxes and fees, estimated to total nearly $700 billion over 10 years.

? Upper-income households. Starting Jan. 1, individuals making more than $200,000 per year, and couples making more than $250,000 will face a 0.9 percent Medicare tax increase on wages above those threshold amounts. They'll also face an additional 3.8 percent tax on investment income. Together these are the biggest tax increase in the health care law.

? Employer penalties. Starting in 2014, companies with 50 or more employees that do not offer coverage will face penalties if at least one of their employees receives government-subsidized coverage. The penalty is $2,000 per employee, but a company's first 30 workers don't count toward the total.

? Health care industries. Insurers, drug companies and medical device manufacturers face new fees and taxes. Companies that make medical equipment sold chiefly through doctors and hospitals, such as pacemakers, artificial hips and coronary stents, will pay a 2.3 percent excise tax on their sales, expected to total $1.7 billion in its first year, 2013. They're trying to get it repealed.

The insurance industry faces an annual fee that starts at $8 billion in its first year, 2014.

Pharmaceutical companies that make or import brand-name drugs are already paying fees; they totaled $2.5 billion in 2011, their first year.

? People who don't get health insurance. Nearly 6 million people who don't get health insurance will face tax penalties starting in 2014. The fines are estimated to raise $6.9 billion in 2016. Average penalty in that year: about $1,200.

? Indoor tanning devotees. The 10 percent sales tax on indoor tanning sessions took effect in 2010. It's expected to raise $1.5 billion over 10 years.

The 28 million people who visit tanning booths and beds each year ? most of them are women under 30, according to the Journal of the American Academy of Dermatology ? are already paying.

Tanning salons were singled out because of strong medical evidence that exposure to ultraviolet lights increases the risk of skin cancer.

Boehner's failure signals marginalization of GOP

If House Speaker John Boehner can't get Republicans to back a tax increase for the richest 0.3 percent of Americans, it has lost its claim to mainstream status.

Remarkably, John Boehner couldn?t get enough House Republicans to vote in favor of his proposal to keep the Bush tax cuts in place on the first million dollars of everyone?s income and?apply?the old Clinton rates only to dollars over and above a million.

What? Even Grover Norquist blessed Boehner?s proposal, saying it wasn?t really a tax increase. Even Paul Ryan supported it.?

What does Boehner?s failure tell us about the modern Republican party?

That it has become a party of hypocrisy masquerading as principled ideology. The GOP talks endlessly about the importance of reducing the budget deficit. But it isn?t even willing to raise revenues from the richest three-tenths of one percent of Americans to help with the task. We?re talking about 400,000 people, for crying out loud.?
