Researcher finds vulnerability in WPS protocol, looks for manufacturers to offer fix

On the plus side, your router's mostly secure. Security researcher Stefan Viehbock has just discovered a major security hole which allowed him to use a brute force technique to access a WPS PIN-protected network in about two hours. According to Viehbock, a design flaw allows the WPS protocol's 8-digit PIN security to fall dramatically as additional attempts are made. With each attempt, the router will send a message stating whether the first four digits are correct while the last digit of the key is used as a checksum and then given out by the router in negotiation. As a result, the 100,000,000 possibilities that the WPS should represent becomes roughly to 11,000.

The US-CERT has picked up on this and advised users to disable WPS on their routers. Viehbock, in turn, claims to have attempted to discuss the vulnerability with hardware vendors such as Buffalo, D-Link, Linksys, and Netgear, but says he has been roundly ignored and that no public acknowledgement of the issue has been released. As a possible final step, Viehbock has promised to release a brute force tool soon, thereby pushing the manufacturers to work to resolve the issue. In other news, that evil supercomputer from the movie War Games just got a few more digits of the nuclear launch codes -- maybe one of Stefan's pals can look into that one.

Both games will be played at the same time, which could prompt Saints coach Sean Payton to do some scoreboard-watching, given that two of his key players ? cornerback Malcolm Jenkins and tight end Jimmy Graham ? suffered injuries in a meaningless regular-season finale in 2010.

The fact that quarterback Drew Brees sits only 190 yards ahead of Patriots quarterback Tom Brady raises the stakes.? Since the Pats need to beat the Bills to claim the No. 1 seed (the other contenders, the Ravens and Steelers, play at 4:15 p.m. ET), Brady will likely play most if not all of the game, and he could easily swipe the record if Brees plays less than 60 minutes.

On Tuesday, Payton addressed the situation, ultimately explaining that he?ll make a decision later in the week.? He dropped no specific hints as to the direction in which he?s leaning, but the bulk of his comments suggests that Brees and the rest of the regulars will play.

?I know I am twice shy when the ball comes near me on the sidelines,? Payton told the local media as to the possibility of getting gets injured in a meaningless game.? ?I have been bitten.? I think we just have to be smart.? We are playing well, with some momentum.? Each year is different.? We will look at that closely.?

Payton said he doesn?t know whether he?ll have someone keep an eye on the 49ers-Rams game.? ?Last year, we tried to go that route of paying attention to the game,? Payton said.? ?One of the challenges always is your roster to begin with.? You guys know that.? We sat players before.? It?s always hard because you don?t really have enough.? It?s not the preseason where you have 80, you only have 53.? We will try to do what is best for the team.?

But is it best for the team to have Brees hold off Brady?? Payton has a strong sense of history, but whether Brees holds the single-season passing yardage record for six days or 60 years has zero relevance to the team?s goals.

?I?m not really aware of the space between the two,? Payton said.? ?I am probably better off not knowing.? That being said, what we have to do is keep playing.? The playoffs are close.? How do we put ourselves in the best position to play well and put ourselves in an opportunity to win a championship?? That?s not always what is popular.? Two years ago in 2009, a lot of people in this room criticized us for resting players at Carolina.? It was what we needed to do as a team.? You make decisions.? They are not always right.? You try to make them with the right things to help your team.? Last night was one of those situations.? This upcoming game will be one of those situations.? It?s part of what we do.? It?s part of coaching.? It?s part of sport.?

Setting ? and holding ? records is part of what they do, too.? If Payton didn?t know the space between the two players, he likely will.? Even if he doesn?t know the number, he surely senses that it?s close enough to compel Brees to play a full game.

And so I?d be shocked if Brees and the rest of the starters don?t play a full game.? With Brees unlikely to wrest the MVP award from Aaron Rodgers, setting ? and keeping ? that record arguably becomes more important to Brees, to Payton, and to the rest of the franchise.

(AP) ? Women returned to clean the blood from St. Theresa Catholic Church on Monday and one man wept uncontrollably amid its debris as a Nigerian Christian association demanded protection for its churches.

At least 35 people died at St. Theresa and dozens more were wounded as radical Muslim militants launched coordinated attacks across Africa's most populous nation within hours of one another. Four more people were killed in other violence blamed on the group known as Boko Haram.

Crowds gathered among the burned-out cars in the church's dirt parking lot Monday, angry over the attack and fearful that the group will target more of their places of worship.

It was the second year in a row that the extremists seeking to install Islamic Shariah law across the country of 160 million staged such attacks. Last year, a series of bombings on Christmas Eve killed 32 people in Nigeria.

Rev. Father Christopher Jataudarde told The Associated Press that Sunday's blast happened as church officials gave parishioners white powder as part of a tradition celebrating the birth of Christ. Some already had left the church at the time of the bombing, causing the massive casualties.

In the ensuing chaos, a mortally wounded man had cradled his wounded stomach and begged a priest for religious atonement. "Father, pray for me. I will not survive," he said.

At least 52 people were wounded in the blast, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency. Victims filled the cement floors of a nearby government hospital, some crying in pools of their own blood.

Pope Benedict XVI denounced the bombing at his post-Christmas blessing Monday, urging people to pray for the victims and Nigeria's Christian community.

"In this moment, I want to repeat once again with force: Violence is a path that leads only to pain, destruction and death. Respect, reconciliation and love are the only path to peace," he said.

The U.N. Security Council condemned the attacks "in the strongest terms" and called for the perpetrators, organizers, financiers and sponsors "of these reprehensible acts" to be brought to justice.

The African Union also condemned the attacks and pledged to support Nigeria in its fight against terrorism.

"Boko Haram's continued acts of terror and cruelty and absolute disregard for human life cannot be justified by any religion or faith," said a statement attributed to AU commission chairman Jean Ping.

On Sunday, a bomb also exploded amid gunfire in the central Nigeria city of Jos and a suicide car bomber attacked the military in the nation's northeast. Three people died in those assaults.

After the bombings, a Boko Haram spokesman using the nom de guerre Abul-Qaqa claimed responsibility for the attacks in an interview with The Daily Trust, the newspaper of record across Nigeria's Muslim north. The sect has used the newspaper in the past to communicate with the public.

"There will never be peace until our demands are met," the newspaper quoted the spokesman as saying. "We want all our brothers who have been incarcerated to be released; we want full implementation of the Sharia system and we want democracy and the constitution to be suspended."

Boko Haram has carried out increasingly sophisticated and bloody attacks in its campaign to implement strict Shariah law across Nigeria. The group, whose name means "Western education is sacrilege" in the local Hausa language, is responsible for at least 504 killings this year alone, according to an Associated Press count.

Last year, a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded. The group also claimed responsibility for the Aug. 26 bombing of the United Nations headquarters in Nigeria's capital Abuja that killed 24 people and wounded 116 others.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties.

That has fueled speculation about the group's ties as it has splintered into at least three different factions, diplomats and security sources say. They say the more extreme wing of the sect maintains contact with terror groups in North Africa and Somalia.

Targeting Boko Haram has remained difficult, as sect members are scattered throughout northern Nigeria and the nearby countries of Cameroon, Chad and Niger.

Analysts say political considerations also likely have played a part in the country's thus-far muted response: President Goodluck Jonathan, a Christian from the south, may be hesitant to use force in the nation's predominantly Muslim north.

Speaking late Sunday at a prayer service, Jonathan described the bombing as an "ugly incident."

"There is no reason for these kind of dastardly acts," the president said in a ceremony aired by the state-run Nigerian Television Authority. "It's one of the burdens as a nation we have to carry. We believe it will not last forever."

However, others don't remain as sure as the president. The northern state section of the powerful Christian Association of Nigeria issued a statement late Monday night demanding government protection for its churches, warning that "the situation may degenerate to a religious war."

"We shall henceforth in the midst of these provocations and wanton destruction of innocent lives and property be compelled to make our own efforts and arrangements to protect the lives of innocent Christians and peace loving citizens of this country," the statement read.

"We are therefore calling on all Christians to be law abiding but defend themselves whenever the need arises."

It just so happens there?s someone else who lays claim to that record: Bill Clinton.

Now, as the former House speaker ? whose rocky relationship with Clinton when both were in office is the stuff of legend ? steals some of the ex-president?s thunder and touts the ?90s as a Newt Gingrich production, former Clinton aides are crying foul.

?Newt Gingrich running on President Clinton?s record is like the coal delivery man stealing Santa?s sleigh,? said Joe Andrew, a former Democratic National Committee chairman from 1999 to 2001.

?The then-speaker was not only an impediment to the president?s policies that resulted in years of record-setting growth, the speaker nearly derailed the very constitutional system he swore to uphold and now claims as the basis of his radical policies. His only success is in making news ? bad news.?

Longtime Clinton adviser James Carville was equally blunt and equally apoplectic about the claims of Gingrich, who was once lampooned on the cover of the New York Daily News as a ?crybaby? for his response to a perceived Clinton snub.

?The idea that he had anything to do with balancing the budget is ludicrous,? he said, accusing Gingrich of doing little other than creating partisan obstructions at the time. ?There?s so many people claiming paternity here. There?s only one that passes the DNA test and that?s the president.?

?Newt Gingrich trying to claim credit for the Clinton economy is like Johnny Ringo claiming credit for the gunfight at the OK Corral? was the take of former Clinton adviser Paul Begala. ?He was involved in it ? just on the losing side. Newt opposed President Clinton?s economic plan with all the bombast, bitterness and bloviating for which he?s famous. ? What?s next? Is Newt going to claim credit for President Clinton?s weight loss??

Gingrich spokesman R.C. Hammond shot back, ?It takes two. A bill is just a bill, but working with Newt, bills became welfare reform, tax cuts and balanced budgets.?

On the 2012 campaign trail, Gingrich has laid out what he describes as his signature accomplishments. They?re familiar bullet points from the boom-time 1990s ? a balanced budget, the push for substantive welfare reform ? that earned Clinton the enmity of the liberals in his party and a reputation as Triangulator-in-Chief, but also cemented his legacy.

Gingrich has painted those efforts as the achievements of a rosier era of bipartisanship, ignoring the government shutdown in which he played a pivotal role. He lauds his former adversary Clinton?s leadership style at campaign events and even credits the former president with playing a role in welfare reform ? though he makes clear that he doesn?t consider it a starring one.

The 1990s jobs numbers have also been a key pitch for Gingrich: At one point, his campaign issued a press release outlining ?The Obama-Gingrich jobs gap,? comparing the number of new jobs created under the president to the number created during the Gingrich speakership.

?When I was speaker, our budget was balanced and 11 million jobs were created,? he declared in a recent campaign ad.

Gingrich?s reliance on ?90s-era stats prompted mockery from Mitt Romney adviser Stuart Stevens in Sioux City recently, in the post-debate spin room.

Art Brodsky: Yes, Virginia, Consumers Won A Couple in Washington

Treasure this past week in Washington. It's not often -- no, it never happens -- that that consumers get a multitude of good tidings from Washington. Is it too much to hope that this is the start of a trend? Of course. The FCC then approved AT&T's purchase of Qualcomm spectrum without strong interoperability (and poor media ownership rules, to boot.)

Still, think of it. In one week, AT&T dropped its ill-fated takeover of T-Mobile after spending dozens of millions of dollars. The U.S. Department of Justice, which provided the leadership in scuttling AT&T's anti-consumer strategy, also said it would look at Verizon's new spectrum/marketing deal with leading cable companies, including Comcast. And on a smaller scale, an administrative law judge at the FCC smacked Comcast for anti-competitive behavior through its banishment of the Tennis Channel to a higher, pricier tier while favoring Comcast's home-owned channels.

Does one see a common thread here? Or a more unlikely series of events?

The AT&T takeover was certainly most audacious of the three events. It was nothing less than a direct assault on the concept of antitrust -- the second largest wireless carrier buying out the fourth largest. The result would have totally altered the wireless landscape. AT&T did what it always does, and usually does successfully. It marshalled all the economic resources it could buy. It marshalled all of the political resources it had bought in Congress and in state houses around the country. It put its captive union in harness to make sure recalcitrant and/or uninformed Democrats went along. And, for good measure, it started a massive TV advertising campaign full of hopeful notes for a better tomorrow, rural deployment and, in the face of all logic, lots of new jobs . Of course Wall Street, which sees only deals and profits (and competition is bad for profits) assumed it was a done deal, adding to the chorus of inevitability.

And on the other side? A bunch of public-interest and consumer groups, many of them utraged consumers (many of them T-Mobile customers) and one company -- Sprint. In the currency of Washington, it's the companies that count. Based on past history, no one had any faith that the institutions of government which are supposed to prevent deals like thi,s, the Justice Department's Antitrust Division and the Federal Communications Commission, would actually do their jobs.

And yet they did. Whether it was Occupy Wall Street (and other places) or election-year populism, or the public outcry or just the plain facts of this deal, DoJ sued to stop the takeover. The FCC conducted an intense staff inquiry and then released that scathing document when AT&T tried to use a procedural trick to squash it. Then a Federal judge indicated she wasn't pleased with the whole matter.

Even AT&T reaches its limits, although not often and not so quickly. The $4 billion break-up fee should help T-Mobile, as should access to more spectrum.

Now that the DoJ has flexed its muscles, it's time for the next challenge -- Verizon. That company played it cooler than AT&T, trying to sneak under the radar by buying $3.6 billion worth of spectrum from Comcast and other cable companies, and planning joint marketing agreements.The revitalized Antitrust Division and the FCC will take a look at this deal, although it may be harder to block outright than AT&T's. The harms would be just as serious -- the quashing of broadband competition that has already been already squeezed to near nothing by deregulation. It would be acceptable if the spectrum deal went through but the joint marketing was stopped. Verizon and the cable companies are, in some areas, competitors as broadband providers, particularly in those privileged places where Verizon has built out its fiber optic FiOS network. In other areas, there is ostensible competition, although the basic DSL offering really isn't as good as cable's broadband network. Cable and telephone should be competitors for consumer dollars. DoJ and the FCC should check very closely the details of the joint marketing plans, and shouldn't approve anything without them. If there are to be those hard-to-enforce "conditions" then the conditions should ban some practices and make resolution of complaints easy to accomplish. Usually, complaints on conditions take a long time and a lot of money to resolve.

If either agency needs more inspiration, it should look no farther than the FCC's administrative law judge, Richard Sippel, who wrote a scathing opinion giving Tennis Channel a significant boost over Comcast. Tennis Channel had complained it was banished to the outer courts of Comcast's lineup when Golf and Versus, channels owned by Comcast providing similar content to similar audiences, were given favored placement on the show courts of the lineup.

In a hearing of the type which are rarely held, evidence is introduced and testimony taken. Sippel's opinion is a great example of what the "paper hearings" composed of comments and replies are missing. When he cited testimony by Michael Egan, Comcast's programming expert as "just not credible" when the Comcast exec tried to say the channels were different, Sippel set the tone for a type of opinion that should have been issued long ago in the cable industry. He cited evidence showing Comcast gives better distribution to programming networks it owns, noting, for example, that Comcast had planned to give a Major League Baseball network a spot on the paid sports tier, until it got a piece of the action. Then it got a better spot in the lineup. Comcast Cable "has taken an active role in ensuring that its affiliated networks obtain favorable channel placement," Sippel found.

The fine he proposed, $375,000, is far too modest, although he limited by law. It's smaller than the $500,000 fine the DoJ wants to impose on Comcast Chmn./CEO Brian Roberts for not reporting stock purchases. More significantly, it strikes a first blow for independent programmers trying to get distribution on dominant distribution networks, a model that has hampered new programming for decades.

If a new day is dawning, there's lots of work to be done. The FCC could approve Sippel's order quickly. It could make sure Verizon and Comcast actually compete. It could make certain that wireless operators AT&T and Verizon don't section off parts of the spectrum for their own use, while eliminating the interoperable features that were supposed to take place.

Last combat troops out of Iraq back at Fort Hood

FORT HOOD, Texas -- 1st Sgt. Scott Dawson has spent several Christmases overseas during four deployments to Iraq, but he arrived home for this holiday Saturday -- and he and his family hope it's for good.

Dawson was among the very last U.S. combat soldiers to leave Iraq a week ago. Members of his brigade having been arriving Fort Hood in Texas over the past week, and he was in a group of nearly 200 that landed Saturday. Only about a dozen are still overseas, along with members of another brigade that was in the final convoy to cross the border into Kuwait.

The soldiers' families waited for two hours in drizzling rain and chilling wind on Christmas Eve morning, some wrapped in blankets and holding signs decorated with ornaments and candy canes. They screamed upon seeing the troops from the 3rd Brigade, 1st Cavalry Division arrive in buses and march onto a field at the Army post.

When the announcer yelled "Charge!" at the end of the brief welcome-home ceremony, wives, children and parents ran to the soldiers.

Dawson's wife, Capt. Jessica Dawson, said his absence has been difficult even though she may have a better understanding than other spouses. She deployed with her husband in 2009.

"He's missed a lot of birthdays and holidays, but you don't dwell on what you missed, and they are little enough that they won't remember he wasn't here," Jessica Dawson said. "The biggest thing is that he made it (back). Like I told the kids, even if

he doesn't get back in time, this will be the best Christmas ever because he's out of Iraq."

Nicaragua vs Costa Rica at UN court on river works (AP)

THE HAGUE, Netherlands ? Nicaragua has filed a suit at the U.N.'s highest court seeking to stop Costa Rica from building a road along the banks of the San Juan river that it claims is destroying the environment.

The legal action filed late Thursday at the International Court of Justice is the latest in an ongoing dispute between the two countries over rights to the ecologically sensitive river that forms a common border.

Nicaragua claimed the construction had dumped uprooted vegetation, felled trees and tons of sediment that threatened endangered species, wetlands and the water quality of the river.

The Nicaraguans asked the court to order a return to the previous situation, and for Costa Rica to pay dredging costs to restore the river.

Earlier this week, the Central American Court of Justice also agreed to hear Nicaragua's complaint about Costa Rica's highway construction.

The two Central American countries came close to an armed standoff earlier this year over Costa Rica's complaint against Nicaraguan dredging it said was to improve navigation on the river.

The U.N. court, also known as the World Court, ordered both countries to withdraw armed forces from the area. But it declined to order Nicaragua to cease work, saying it was unclear that it was causing irreparable damage.

TAMPA, Fla. - Tony Romo made it look easy, shredding Tampa Bay's secondary at will and helping the Dallas Cowboys get back on track in the NFC East.

"This was an important game," Romo said after throwing for three touchdowns and running for a fourth first-half score Saturday night to lead the first-place Cowboys to a 31-15 rout of the struggling Buccaneers.

"Really the playoffs started for us; that's the way we approached it. Guys came out with great energy and it was a great week of practice. We just had to go forward."

Dallas stopped a two-game losing streak in which it blew fourth-quarter leads to allow a seemingly solid grip on the division lead slip away.

The victory gave the Cowboys (8-6) a half-game lead over New York. Although the Giants hold a tiebreaker advantage after beating Dallas 37-34 last week, the Cowboys can claim the division title and host a playoff game by finishing with wins the next two weeks over Philadelphia at home and the Giants on the road.

"I think it showed our character, our resolve, what we're made of," Dallas linebacker Keith Brooking said. "It was obviously doom and gloom around Valley Ranch for the past couple of weeks ? kind of the world was caving in on us. But we just kept fighting and kept plugging away, and we still control our own destiny."

The Bucs (4-10), meanwhile, lost for the eighth straight time and played a miserable first half that certainly didn't do anything to help coach Raheem Morris make a case for keeping his job.

Romo threw a pair of 8-yard TD passes to Miles Austin and Dez Bryant in the first quarter, then finished a seven-play, 89-yard drive with a 9-yarder to Laurent Robinson to make it 21-0 with just under 5 minutes remaining in the second quarter. Romo increased the lead to 28 points on a quarterback sneak in the closing seconds of the opening half.

"I thought he just had a good feel for what we were doing against what they were doing," Cowboys coach Jason Garrett said. "I thought he got back quickly and got the ball out of his hands, and when he had to move and make plays, he was able to do that too. He made a lot of big plays and not many bad plays."

Tampa Bay managed just one first down and was outgained 279 yards to 55 in the first two quarters, yet found a way to make it more interesting in the second half.

The Bucs, who had yielded 69 consecutive points dating to the second quarter of the previous week's 41-14 loss at Jacksonville, finally got on the scoreboard in the third quarter when rookie Adrian Clayborn sacked Romo from behind, forcing a fumble that linebacker Dekoda Watson returned 4 yards for a TD for a much-needed spark.

Josh Freeman's 13-yard TD pass to Dezmon Briscoe and a two-point conversion throw to Kellen Winslow cut it to 31-15 heading into the final quarter.

The Cowboys have led in the fourth quarter in five of their six losses, however there wouldn't be a late collapse this time. Tampa Bay turned the ball over on downs twice in the last 6 minutes, and Sammy Morris picked up a first down inside the Bucs 10 to give the Cowboys an opportunity to run out the clock.

"Too little, too late," Morris said about Tampa Bay's comeback. "Not enough ... at the beginning. You can't dig holes like that for yourself."

Austin's TD midway through the first quarter was set up by Tampa Bay's NFL-leading 32nd turnover, a fumble by Freeman on the fifth play of the game.

The Tampa Bay quarterback scrambled 25 yards on third-and-5 to march the Bucs near midfield, but the opening possession of the night came to an abrupt halt on the next play when Freeman took off again for a 7-yard gain and was stripped of the ball at the Cowboys 44.

Linebacker Bradie James recovered and it took Romo seven plays to get Dallas in the end zone for the first time. The Cowboys marched 69 yards in 10 plays on their next possession, with Romo finishing the drive by finding a wide-open Bryant in the back of the end zone to make it 14-0.

In three career games against Tampa Bay ? all lopsided victories ? Romo has thrown for 908 yards, 11 touchdowns and no interceptions. He was 23 of 30 for 249 yards and was sacked twice Saturday night.

"I was just finding guys who were open and the guys do the rest," Romo said. "I thought the offense played good as a whole."

Rape, murder, intrigue ... the feel-bad movie of Christmas may not leave audiences feeling bright and merry but "Girl With the Dragon Tattoo" star Daniel Craig suspects the dark drama will inspire smiles among at least one group.

"Look, I'm a David Fincher fan, so it was an easy choice to make when accepting this film," Craig told MTV News at the film's New York City premiere. "It's a great story. It's an adult movie. The babysitters are going to get, hopefully, a lot of money out of this film. That's why I wanted to get involved."

The film, based on the novel by late Swedish author Stieg Larsson, follows journalist Mikael Blomkvist (Craig) as he tries to solve the thirty-year-old murder of teen Harriet Vanger, with the help of asocial hacker punk Lisbeth Salander (Rooney Mara). Mara has been earning raves for her performance as the damaged heroine and even netted a Golden Globe nomination on Thursday. Craig said he had no doubts as to the newcomer's abilities.

"We all knew she was good. She's just committed as an actress, and she made all of the right choices with David's help and everyone else's help," he said. "She's just blossomed as somebody. As I said, we knew from the beginning that she was good enough — it was everyone else who had the problem."

Best known for her work in Fincher's "The Social Network," Mara returned the compliment, expressing gratitude for Craig's help and guidance on set. "Daniel is an incredible actor, and I don't think we've seen him in a role like this before, and he's brilliant," she said. "I couldn't have asked for a better person to sort of have my coming out. He was very patient and generous with me."

"The Girl With the Dragon Tattoo" opens December 20, a day earlier than its initial release date.

EPA set to impose tough mercury limit at power plants

The Environmental Protection Agency is expected Friday to approve a tough new rule to limit emissions of mercury, arsenic and other toxic substances from the country's power plants, according to people with knowledge of the new standard.

Though mercury is a known neurotoxin that can be profoundly harmful to children and pregnant women, the air pollution rule has been more than 20 years in the making, repeatedly stymied because of objections from coal-burning utilities about the cost of installing pollution-control equipment.

The new regulation is not expected to differ markedly in its rigorous emissions targets and timetable from a draft rule proposed by the EPA in March, said people who were briefed in broad terms about it. Scheduled to be formally announced Monday, the rule follows on the heels of several Obama administration decisions to shelve environmental standards to mollify a sharply critical business community, including a high-profile decision this summer to halt new standards to cut smog.

Some analysts cautioned that the rule still could be delayed if it got caught up in the political horse-trading in Washington to pass spending legislation. Still, if it lands as expected, the long-awaited rule governing toxic substances is sure to rile powerful utilities and their congressional allies who have doggedly lobbied the administration over the last few weeks to weaken or delay the standards.

"Clean air will be the biggest environmental accomplishment of the Obama administration, and the forthcoming mercury rule will be the crowning achievement of an already strong clean-air resume," said John Walke, director of the Natural Resources Defense Council's Clean Air Program.

Scott Segal, director of the Electric Reliability Coordinating Council, an industry lobbying group, said the sweeping implications of the new rule mean that utilities would not accept them easily.

"In the history of the Clean Air Act, there has never been a greater intervention into the power sector than with this regulation," Segal said. "So it stands to reason that we will likely see a substantial amount of litigation around this."

The EPA and the administration declined to comment on the pending rule.

The fight to dilute the new regulation has centered on the amount of mercury that can be emitted and the timetable to install pollution control equipment. In its draft rule, the EPA determined that the industry standard should be 1.2 pounds of mercury per million BTUs of energy produced. Industry wants 1.4 pounds. But the EPA arrived at its figure based on a formula set out under the Clean Air Act, and analysts said the agency therefore cannot deviate from it.

The act would give companies three years to clean up their emissions of mercury and about 70 other toxic substances, and utilities could appeal for at least one more year as they install the necessary equipment. Much of industry has argued that the timetable is too tight and could lead to rolling blackouts. One group, the American Public Power Assn., told the White House that its members needed more than seven years to comply with the mercury rule.

Over the last few weeks, however, the timetable argument has been undermined by dissension within industry. Most notably, Ralph Izzo, chairman of the Newark, N.J.-based utility Public Service Enterprise Group, wrote a letter to the Wall Street Journal in which he said that companies have known for decades that the mercury rule would take effect and some, like his, have already installed the needed equipment at their coal-fired plants.

"EPA's proposed clean-air rules will have a modest impact on plant retirements," Izzo wrote in his rebuttal to a story in the newspaper. "Regulations are not the death knell you would have everyone believe, but provide a clear path for responsible coal generation. Action is long overdue."

About a dozen states have already approved rules to cut mercury and other toxic substances. Industry has argued that the health benefits of reducing mercury through a federal standard are overstated.

But Walke of the Natural Resources Defense Council said the estimated public health effects had played a considerable role so far in getting the administration to stick to the standards it proposed in March. People get exposed to mercury mainly by eating contaminated fish. Mercury exposure damages the developing brains of fetuses and children.

The EPA estimates that by 2016, the proposed rules could avert between 6,800 to 17,000 premature deaths annually, a greater benefit than most other federal health and environmental rules are estimated to achieve.

BEIJING ? Academy Award winner Christian Bale, in the midst of promoting a film he made in China that some critics have called propaganda, has been stopped trying to visit a blind activist living under house arrest ? with a CNN camera crew in tow.

CNN posted footage of a scuffle between Bale and the activist's guards on its website Friday.

The run-in and publicity is likely to cause discomfort in China's government-backed film industry, which hopes Bale's movie "The Flowers of War" might be a creative success at home and abroad. It also raises questions about whether it was prudent to bring the star to see an activist guarded by thugs who have turned away dozens of reporters and fellow activists trying to see him in the past.

Pakistani PM seeks to dispel rumors of army rift (AP)

ISLAMABAD ? Pakistan's prime minister dismissed speculation of a rift between the government and the military over a secret memo sent to Washington seeking its help in averting a supposed military coup, saying the country was committed to democracy.

Political tensions have soared ahead of a hearing by Pakistan's Supreme Court into the circumstances surrounding the memo. The absence of President Asif Ali Zardari, recovering from a likely "mini stroke" in his Dubai home with no word on his return, has only added to rumors that the current civilian administration is in possible fatal trouble.

Zardari's critics are hoping the scandal will lead to his ouster, and delighted in portraying his trip to Dubai on Dec. 6 as a flight from the fallout from the memo. The president's aides have denied that, and most independent analysts believe the veteran politician, who has outlasted numerous predictions of his demise since taking office in 2008, will ride it out.

Tensions between the army and the government could complicate American attempts to rebuild ties with Pakistan, a country that many U.S. officials see as key to shepherding peace in Afghanistan. Airstrikes by the U.S.-led coalition in Afghanistan in late November killed 24 Pakistani soldiers along the border, hammering relations already strained by American suspicions that Islamabad is playing both sides in the Afghan war and virulent anti-U.S. sentiments inside Pakistan.

Late Friday, Prime Minister Yousuf Raza Gilani met with army chief Gen. Ashfaq Pervez Kayani to discuss the memo.

Gilani said in a statement afterward that he rejected the notion of a "standoff" between the army and the civilian leadership.

"The government of Pakistan and its institutions remain committed to their constitutional roles and obligations to a democratic and prosperous future for Pakistan," he said.

Pakistan has a long history of army coups or behind the scenes meddling by the generals to engineer pliant regimes, often with the support of the judiciary. That has left the country's 180 million people especially receptive to the idea that the collapse of the government is just around the corner.

Pakistan's envoy to the United States, Husain Haqqani, resigned last month amid allegations that he masterminded what has been dubbed a "treasonous" memo. Then U.S. military chief Adm. Mike Mullen has said he received the note, but ignored it.

With questions swirling over whether the president himself was aware of the letter, Zardari's main political rival petitioned the Supreme Court to hold an inquiry into the affair. Moving with rare speed, the court swiftly asked for statements from 10 people, including Haqqani, Gen. Kayani, Lt. Gen. Shuja Pasha and American-Pakistani businessman Mansoor Ijaz, who allegedly arrange for the memo to be delivered and then went on to reveal its existence via the media.

On Wednesday, the deadline for submissions, the Supreme Court ? widely considered to be hostile to the Zardari government ? said it had received statements from everyone except the president. The government said a parliamentary probe into the affair is enough, and it is unclear whether Zardari will cooperate.

In a new twist to the scandal, former U.S. national security adviser Gen. James Jones, who acted as an intermediary between Ijaz and Mullen, said in a sworn affidavit delivered to the court that he had no reason to believe that Haqqani had anything to do with the memo. He also said that he didn't find the memo "credible" and questioned why Ijaz, a businessmen and part-time journalist, would deliver it. The Associated Press obtained a copy of the affidavit Saturday.

Officials have not revealed what is wrong with Zardari, though this week did release a statement by his doctor saying he had lost consciousness for several minutes and was suffering from pain in his arm. It didn't give a diagnosis, however. One associate has privately said Zardari suffered a "mini-stroke" that had left no lasting damage.

The 56-year-old, with a history of heart troubles, left hospital on Wednesday. But aides have not said when he will travel to Pakistan. So long as he remains abroad, rumors will continue.

"Mr. Zardari needs to return to Pakistan to try and calm nerves and quell speculation that refuses to die down," Pakistan's daily Dawn newspaper said in an editorial. "Like it or not, the reality of Pakistan is that threats to the democratic process do lurk in the shadows."

Zardari, who was thrust to the presidency after his wife, Benazir Bhutto, was assassinated by militants in 2007, has never been particularly popular. His party has a majority in parliament, and his lawmakers are expected to give it a majority in the Senate in elections in March.

That prospect has allegedly prompted hardline lawmakers to seek his ouster immediately.

"They are creating a lot of fuss, they want something to happen, either through the Supreme Court or the army or through street agitation," said political analyst Hasan-Askari Rizvi. "Still, I think he can manage it, and linger on for a while."

Many are questioning why the president doesn't announce when he will return.

One possible reason is the general incompetence of those close to him. Another is that he is too ill to communicate his wishes to those around him, and with the boss incapacitated, his aides aren't brave enough to say anything.

While Zardari is a skilled operator in the frequently below-the-belt world of Pakistani politics, he has been known to ignore, or be unaware, of how his actions are playing in the street. When the world was rushing to help Pakistan recover from devastating floods in 2010, he flew to his family chateaux in France, triggering disbelief and outrage.

Senate panel acts against lawmaker insider trading (AP)

WASHINGTON ? A Senate committee approved a bill Wednesday that would prohibit members of Congress and their employees from using nonpublic information to enrich themselves.

The Homeland Security and Governmental Affairs Committee sent the legislation to the full Senate. A similar bill is before a House committee, but it's doubtful that the legislation will be considered this year.

The Senate bill would extend many of its restrictions throughout the federal government, but the potential impact is unclear because each agency already has restrictions on use of nonpublic information.

A provision that only applies to lawmakers and their staffs would require disclosure of any stock or commodities transaction of $1,000 or more within 30 days. The reports would be available online. Currently, members of Congress and their top employees list their financial transactions on annual financial disclosure forms.

The committee also ordered a one-year congressional study on the role of so-called political intelligence firms, which try to learn inside information from lawmakers and their staffs and pass it along to private clients.

Original sponsors of the legislation sought to have these firms register with Congress, as lobbyists do now. However, committee Chairman Joe Lieberman, I-Conn., said more needs to be learned about these firms, and he promised to conduct a hearing next year.

The CBS' "60 Minutes" recently reported on members of Congress who may have made money using information learned through their congressional work. Sen. Scott Brown, R-Mass., and Kirsten Gillibrand, D-N.Y., sponsored separate bills to ensure that federal law prohibiting this practice applied to Congress. Lieberman consolidated the two bills into a single piece of legislation.

"Members of Congress need to live by the same rules as everyone else, and it must be clear that public service can never be abused for private gain," Brown said. "With the approval of Congress at an all-time low, the full Senate now has the opportunity to pass this bill and begin rebuilding its reputation with the American people."

Gillibrand added, "This is not a Democratic or Republican idea. It is a common sense idea gaining momentum every day with bipartisan support."

The House bill, introduced by Rep. Louise Slaughter, D-N.Y., has 235 co-sponsors from both parties.

This looks fun :) not sure whether to go for a felon student or not, when filling out a CS thought, do we do the general first then add on the Felon if want to be a Felon or do we only fill out the felon CS??
