Federal officials investigating counterfeit air bags seized from a ...

Federal homeland security officials are investigating nearly 200 suspected counterfeit vehicle air bags confiscated from a Vancouver couple's home this spring.

The new federal inquiry in the Vancouver case comes amid heightened concerns about fake air bags being smuggled from overseas and sold in the United States.

?

Testing of air bags seized in recent North Carolina and Tennessee criminal cases revealed consistent malfunctions, from failure to inflate to expulsion of shrapnel or flames on impact.

?

In May, Clark County detectives, working with retail crime investigators, seized over a quarter of a million dollars worth of stolen merchandise from the Vancouver home of Yveginey A. and Lyudmila Smirnov.

?

In the garage, investigators also found several large boxes with Hong Kong shipping labels that contained 196 air bags, each wrapped in plastic. An eBay account tied to the Vancouver couple revealed they were selling the air bags on the Internet auction site, investigators said.

Federal homeland security officials asked investigators in the Smirnov case to provide them with photos of the air bags. The request last month came as the U.S. Department of Transportation's National Highway Traffic Safety Administration issued a safety advisory on the dangers of counterfeit air bags.

?

Air bags are designed to inflate during a collision. They're required by law to be installed in a vehicle's interior and must meet federal regulatory requirements. If an air bag does not, federal officials view it as an "undeclared explosive," federal court records show.

?

Fake air bags look nearly identical to certified car parts, including the insignia and major automakers' branding they bear.

?

The traffic safety administration is working closely with U.S. Immigration and Customs Enforcement and the U.S. Department of Justice to investigate the crimes.

?

"Organized criminals are selling dangerous counterfeit and substandard air bags to consumers and suppliers with little to no regard to hazardous health and safety consequences," ICE Director John Morton said last month.

?

Federal authorities have seized about 2,500 counterfeit air bags this year, Morton said. But he also emphasized that only .1 percent of all cars have counterfeit bags.

?

Andrew S. Munoz, spokesman for the ICE Seattle office, said he could not talk about an ongoing investigation. But Munoz urged consumers who worry their air bags might be fakes to check the website www.safercar.gov.

?

"When it comes to replacement air bags, we encourage consumers to have them replaced at an authorized new car dealership or repair shop that uses original equipment manufacturer (OEM) replacement parts," Munoz said in an email.

?

Yevginey Smirnov, according to a search warrant affidavit, was questioned by Camas police in 2004 for selling suspected stolen air bags online. At that time, Smirnov said he was buying vehicles at auctions to restore and resell. The air bags, he told authorities, did not fit his vehicle model, so he sold them.

?

Counterfeiting of auto parts has long been a problem, industry officials said. But recent incidents have escalated concerns.

?

In August, federal agents confiscated nearly 1,600 counterfeit air bags from a home and business associated with Igor Borodin, a North Carolina auto mechanic. Borodin bought the bogus air bags from China and then resold them on eBay. The mechanic last month pleaded guilty in federal court to sales of counterfeit air bags, telling investigators he knew the bags were fake, according to federal court records.

Borodin also was tied to a counterfeit air bag case in Tennessee.

?

In February, Dai Zhensong, a Chinese citizen, was sentenced in federal court in Chattanooga, Tenn., to three years and one month in prison for trafficking in counterfeit air bags through a company in which he was a partner.

?

Authorities intercepted 334 counterfeit air bags that Zhensong's company in China sent to a Chattanooga customer, federal court records show. In 2010, Zhensong also traveled to Chattanooga to sell counterfeit air bags.?

POTENTIALLY AT RISK

Consumers who replaced airbags in the past three years at repair shops that are not part of new car dealerships.

Owners of used cars that may have sustained airbag deployments before purchase.

Car owners with titles marked "salvage," "rebuilt" or "reconstructed."

Buyers of replacement airbags on eBay or other non-certified sources, especially airbags priced under $400.

Zhensong's company would buy genuine airbags, which were then torn down and used to create molds for counterfeit bags. Trademark emblems were purchased through Honda, Toyota, Audi, BMW and other dealerships in China and affixed to counterfeit bags, according to court records.

The air bags were advertised online and sold for approximately $50 to $70 each, far below the approximately $1,000 value of an authentic air bag, federal records say.

"To send these devices via airplane into the United States and allow them to enter commerce and reach unsuspecting consumers, puts numerous persons at risk of serious injury or death,"Assistant U.S. Attorney John P. MacCoon wrote in a federal sentencing document in the Zhensong case.

?

Charlie Hogarty, a California-based consultant for the Automotive Body Parts Association, said counterfeit air bags are particularly unsafe. "Those things are so precise. It's not even safe to take one out from one make and model and put it in another. They won't work," Hogarty said.

?

Barbara Crest, executive director of the Northwest Automotive Trades Association, said consumers should know it's not worth the savings to buy air bags online from a source that's not reputable.

?

"It's truly buyer beware," Crest said. "There's no price that's worth taking a shortcut. You're endangering your own lives and your families for a couple of bucks on an airbag you can't trust. What it is, is criminal."

(AP) ? Delirious only minutes earlier, fans at Yankee Stadium sat stunned in utter disbelief while they watched Derek Jeter being helped off the field, his left leg dangling.

Their worst fears were met, too. The durable captain broke his left ankle in the 12th inning of the AL championship series opener Saturday night and is out for the rest of the postseason.

"It's kind of crushing," outfielder Nick Swisher said.

Three innings after Raul Ibanez sent the 47,122 in Yankee Stadium into a frenzy with a tying two-run homer, the New York shortstop silenced the crowd when he went down and didn't get up after making a tumbling stop on Jhonny Peralta's grounder.

That feel-good moment was gone in a flash.

Jeter took four steps to his left for the sharp grounder, landing hard on his left foot, falling and wincing in pain as he flipped the ball toward second base. He then rolled onto his stomach, and a collective gasp was heard when the player who symbolizes championship baseball didn't get up.

Jeter remained on his side, rolling slightly, as trainer Steve Donahue and manager Joe Girardi checked him out. He was helped up, and he put an arm around Girardi and Donahue. They coaxed him off the field, with Jeter not moving his left leg as chants of "Derek Jeter!" rang out.

"You can see the disappointment in his face," Girardi said after the 6-4 loss.

A teammate on three World Series championship teams, Girardi wanted to carry Jeter off the field but he would have none of it ? not the player who has always been reluctant to sit and prides himself on playing through pain.

"He said, 'No, do not carry me.' That is the kind of guy he is," Girardi said.

Girardi said the injury won't jeopardize Jeter's career. But the recovery will be about three months.

Now if the Yankees are going to go deep in the postseason, they'll have to do it without the five-time World Series champion for the first time in 16 years.

Tigers outfielder Delmon Young found it difficult to watch one the game's greats leaving the field in the manner Jeter did.

"He is an idol for many baseball players," Young said.

Jeter has been a constant in the Yankees' lineup since he was Rookie of the Year in 1996. In fact, the 2000 World Series MVP has played in all 157 of New York's postseason games since then.

That's over now.

"I can't tell you how much I appreciate his toughness and his grit," Girardi said. "It's, to me, a great example for everyone. And I am not just talking about athletes, I am just talking about everyone that goes through struggles in life or goes through pain in life."

Already missing career saves leader Mariano Rivera from those five championship teams since early May because he tore a ligament in his knee shagging flyballs, the Yankees will activate Eduardo Nunez before Game 2 of the series Sunday. Jayson Nix is expected to start at shortstop.

"It's a tough loss, but it's not going to be something that we're going to, you know, let it derail us," general manager Brian Cashman said. "But it's tough to lose, obviously, any important player, and Derek's obviously been as important as anybody. But now he's been taken out, so Nix has got to go in there and we've got a lot of confidence in Nix."

Jeter was the designated hitter in Game 4 of the AL division series after fouling a ball off the same foot the previous night and had to come out after the eighth inning. It was the first time he didn't start a playoff game at shortstop, as Nix got the nod in his place.

"I saw him flip the ball to Robbie (Cano), and you figure he's going to get back up," Swisher said. "When he didn't was when I knew something was wrong and you know he wanted to get up and get off the field as quickly as he possibly could."

Written off as an aging star after slumping in 2010, Jeter struggled to adapt to a no-stride swing in '11 before going on the disabled list for only the fifth time in his 17 full seasons in the big leagues with a calf injury. He returned revitalized, getting his 3,000th hit and finishing strong.

This year, Jeter had a remarkable season for a 38-year-old, batting .316 with a league-leading 216 hits. He carried that over to the postseason, hitting .364 against the Orioles.

Earlier Saturday, Jeter became the first player in baseball history to reach 200 hits in the postseason with a single in the second off Doug Fister. He was left stranded, though, a common problem for the Yankees these playoffs.

With Alex Rodriguez benched, and Robinson Cano, Curtis Granderson and Swisher in playoff funks, Jeter was one of the few constants ? getting help from late-game guru Ibanez ? in the Yankees' lineup.

"You've got to come back," Ibanez said. "He's obviously a great player and a huge part of the team and a captain. But, at the same time, you try to move forward, fight and come back, and the guys will have to step up."

Lathams News: SARAH'S BABY SHOWER

This time last week, we were exhausted,? we had spent a lovely afternoon at a garden tea party celebrating with Sarah and blessing her with lots of beauitful gifts for her soon to come precious bub.
Her friends Lauren and Jemma did an absolute awesome job in throwing her a baby shower.? It was the perfect afternoon.
Lots of photos to share of the occassion,? lots of memories to treasure.?
The girls did any amazing job with all the beautiful food for afternoon tea.
We played a game or two and then spent time decorating a baby singlet and doing lots of chatting...
We got to catch up with lots of friends.... some we hadn't seen for quite a while..
We had lots of fun with the photobooth and gots lots of great shots to remember the afternoon by...
?I managed to get some photos taken with some of my close friends also...
?We finished the afternoon off with Sarah cutting her baby cake and then? opening all her beautiful presents.? She really was very blessed and I know she appreciated so much, everyones kindness and generosity.? It certainly has gone a long way into setting up her baby's room, and providing for her new arrival.?
?I personally had so much to be thankful for that day:
1.? the wonderful friends that my daughter has
2.? Their love and support shown to her
3.? Blessed that my new grandbaby will have lots of wonderful love and support from those that love Sarah in their life.??
4.? So grateful that STeve's Mum and Aunty were able to share in the celebrations.
5.? Perfect weather.
6.? Supportive family
7.? Generousity of our good friends Ian and Kathy who so loving not only looked after us but also treated STeve's Mum and Aunty with such kindness and care.? We love you guys, we have been so very blessed by your friendship and love over the years.
8.? The beautiful gifts
9.? Provision of a new home for Sarah and Colin and the blessings and kindness they have received in setting it up before the baby comes.
10.? A wonderful husband who is such a handyman and was able to help out in doing some minor repairs.?

Regardless of the the curve balls that life throws our way,? God still has his hand on our lives, and blesses us in so many ways.? This has been very evident to me in the past couple of weeks.? He has been my ROCK on days when I thought I couldn't go on, and when I take time to look around,? I can also see and appreciate the very many blessings that he has put into my life.

Not long to go now.? A little over 4 weeks to go until our precious grandbaby is due to make an entrance into this crazy world of ours.? Bring it on.........

KENNEBUNK, Maine (AP) ? Townspeople were waiting with curiosity Friday as police prepared to release names of some of the men accused of engaging in prostitution with a Zumba fitness instructor, but a lawyer for two of the woman's suspected clients made an 11th-hour bid to delay the release.

Alexis Wright, a 29-year-old fitness instructor from Wells, has pleaded not guilty to 106 counts of prostitution, invasion of privacy, tax evasion and other charges for allegedly accepting money for sex and secretly videotaping her encounters. Her business partner, Mark Strong Sr., a 57-year-old insurance agent and private investigator from Thomaston, has pleaded not guilty to 59 misdemeanor charges for his alleged role.

Searches of Wright's studio and office turned up video recordings of sexual acts, billing information and meticulous records about clients, according to court documents.

Based on that information, Kennebunk police have been begun issuing summons to Wright's johns on misdemeanor charges of engaging a prostitute. The first names were to be released Friday in police activity reports that are made public every other week, said Lt. Anthony Burpee.

But a lawyer for two of the men believed to be on the list asked a judge on Thursday to issue a preliminary injunction preventing the release of the names.

The existence of such a list has fueled speculation about who is on it. Residents have said they've heard it could include lawyers, law enforcement officers and some well-known names.

Strong's attorney, Dan Lilley, has said he has a list of or more than 150 people who were alleged customers, but that he wouldn't release the names unless they're called as witnesses if the case goes to trial.

Allison Ackley, who participated in Wright's Zumba class, said she had no idea that she was allegedly leading a double-life.

"She was very professional. She was an amazing dancer and she held a good class so I liked going. I thought she was a little, not risque but a little flirtatious, with a couple of the male participants in the class. But it's Zumba. You're there to have fun. I didn't think anything of it."

The case has rocked this small town, which is well-known for its ocean beaches, old sea captains' mansions and the neighboring town of Kennebunkport, home to the Bush family's Walker's Point summer compound

"It'll be interesting to see who's on that list because we're hearing that there are selectmen, there are policemen, that there are firemen ? people that we're going to know in town," said local resident Elaine Nicholson. "So everyone is, like, waiting with baited breath."

It can be hard to keep track of what blockbuster hits you wanted to see, which Indie band your friend was telling you about, and that classic book you've been meaning to pick up for ages. With Recall for iPhone, you'll never forget again! Recall lets you quickly add music, movies, tv shows, apps and books to your list and provides you with all the info you need, allowing you to get in and out of the app within seconds. If you want to be reminded on a release date, Recall will do that for you, or if you want to be reminded to download that book on the night before you travel, Recall will do that too. Unfortunately, it's U.S.-only at the moment, so you'll need a U.S. iTunes account to use it.

The interface of Recall is nice and basic and easy to use. The default tabs are Music, Movies, Apps, and Books, but you can swap out with TV Shows, Other, or All if you wish by tapping Edit from the More tab. Mom who glued daughter's hands: 'I'm not a monster'

A 23-year-old Texas mother who beat her daughter and glued her hands to a wall told a Dallas judge on Wednesday that she was a monster a year ago, but she has changed.

"Elizabeth Escalona is not a monster," she said of herself, according to a tweet by Dallas Morning News' crime reporter Scott Goldstein. "I want everybody to know that I'm not a monster. I love my kids. I love my babies."

Escalona pleaded guilty in July to first-degree injury to a child, a felony.?Prosecutors are seeking a 45-year prison sentence.?

The sentencing hearing extends into its fourth day Thursday -- an unusually long time for such a hearing. It has included tearful testimony from Escalona and family members who argued the mother of five could be a better parent with proper counseling and treatment.


Police say Escalona lost her temper in September 2011 with her then-2-year-old daughter, Jocelyn Cedillo, over potty training problems. Escalona beat and kicked Jocelyn before sticking her hands to an apartment wall using an adhesive commonly known as Super Glue, according to prosecutors.

Jocelyn suffered bleeding in her brain, a fractured rib, multiple bruises and bite marks, and was in a coma for a couple of days. Some skin had been torn off her hands, where doctors also found glue residue and white paint chips from the apartment wall.

Asking the judge for leniency, Escalona spoke of a young life marred by physical and sexual abuse.

?It was too chaotic,? she said, according to a tweet from Dallas Morning News crime reporter Scott Goldstein. ?My mother and father were always arguing.?

Her father, she said later, molested her.

Escalona wore a green and gray jail suit and glasses and punctuated her answers with ?no, ma?am? or ?yes, ma?am,? Goldstein tweeted. She said the father of her oldest children abused her three or four times a week ? a pattern that ended when she went to rehab for cocaine.

Jocelyn?s father was also abusive, she said. The day before she glued her daughter?s hands to the wall, she fought with him, and he beat her and choked her, she said.

She cried as she recounted what she did to her daughter, according to Goldstein: "I hit her, I kicked her constantly and she didn't deserve that.?

She described a grim home life -- four of her children slept on a sofa because a mattress was infested with bed bugs.

Mental health counselor Melanie Davis testified Wednesday that she believes from the conversations she has had with Escalona that she loves her five children, one of whom was born after the attack. Davis said she has been counseling Escalona since June, nine months after her arrest.

Escalona has set herself the short-term goal of finding a job and the long-term aim of getting her kids back, Davis testified, adding that the young woman "is need of further counseling services."

But prosecutors have painted a portrait of a violent young woman, playing recordings of her as a teenager threatening to kill her mother. They said she was a former gang member who started smoking marijuana at age 11.

Her mother, Ofelia Escalona, has stood by her daughter and now cares for Escalona's five children, including Jocelyn, who has recovered.

On the stand, Ofelia Escalona burst into tears and said, ?I wish as a mother that I had done more to protect my daughter.? She pleaded with the judge to show her daughter mercy.

That?s a particularly interesting stance for Ofelia Escalona to take given that she is the one who took 2-year-old Jocelyn Cedillo to the hospital in September 2011. Jocelyn?s siblings told investigators that their mother hit the child with a belt and a shoe and dragged her around by her feet. They said she kicked the girl and hit her in the stomach with a jug of milk.

Ofelia Escalona is also the one now caring for Jocelyn and her four siblings. Under the terms of an agreement with Child Protective Services, the children are not allowed to have contact with their biological mother.

US counterterrorism chief in Libya to probe attack

TRIPOLI, Libya (AP) ? President Barack Obama's counterterrorism chief has discussed last month's killing of the U.S. ambassador to Libya with the country's leaders.

John Brennan is in Tripoli as part of the investigation into the attack on the U.S. consulate in Benghazi last month, where Ambassador Chris Stevens was killed along with three other Americans. Brennan met Wednesday with interim President Mohammed el-Megarif and Foreign Minister Ashour bin Khayal.

Omar Humidan, spokesman for Libya's General National Council, said all agreed the investigation should be secret.

The U.S. has blamed militants linked to al-Qaida for the consulate attack. It erupted as Muslims protested a film that insulted Islam's Prophet Muhammad. The U.S. declared later that militants linked to the international terror network were involved.

Obama's Republican opponents have criticized his handling of the affair.

Eco-friendly optics: Spider silk's talents harnessed for use in biosensors, lasers, microchips

ScienceDaily (Oct. 11, 2012) ? Spiders use their silk to catch lunch. Now physicists are using it to catch light. New research shows that natural silk could be an eco-friendly alternative to more traditional ways of manipulating light, such as through glass or plastic fiber optic cables. Two teams independently exploring possible applications for the material's photonic talents will present their latest breakthroughs at the Optical Society's (OSA) Annual Meeting, Frontiers in Optics (FiO) 2012, to be held next week in Rochester, N.Y.

Biomedical engineer Fiorenzo Omenetto of Tufts University in Boston will discuss his group's work fabricating concoctions of proteins that make use of silk's optical properties for implantable sensors and other biology-technology interfaces.

Physicist Nolwenn Huby at the CNRS Institut de Physiques de Rennes in France will talk about her team's use of pristine, natural spider silk to guide light through photonic chips -- technology that could give birth to silk-based biosensors and medical imaging devices for use inside the body.

Both groups hope their work will lead to medical advancements that take advantage of the optical properties of silk. One of the strongest fibers in nature (the dragline used by spiders to form the structure of their webs is stronger, pound for pound, than steel), silk is biocompatible, biodegradable, and extremely hardy. Produced naturally by spiders and silkworms, it is a renewable resource. Added to these benefits is the more recent discovery that silk is a gifted manipulator of light, which can travel through silk almost as easily as it flows through glass fibers.

Though it may not be the best material in every one of these categories, the combination of talents is what makes silk such an attractive material to study, Omenetto explains. "There are materials that can do one of each, or a few of each," he says, "but seldom all of each."

Silk-based 'plastics' for implantable devices

In their efforts to exploit silk's optical merits, Omenetto's team is developing silk-based materials that look like plastic, but retain the optical properties of pristine silk. One of the advantages of these materials is that they can degrade and be reabsorbed by the body. A sensor or tag made of silk protein could be implanted -- at the site of a fractured bone, for example, to monitor healing -- and merely left to dissolve. Once its purpose had been served, the silk tag would harmlessly fade away.

Omenetto is currently investigating a range of questions, from fundamental to commercial, and they go beyond implantable optics. His team recently won an INSPIRE grant from the National Science Foundation to create electronic components that are compostable. He has developed and tested a blue laser made from silk fiber-doped materials that is not only biodegradable but also uses less power to induce lasing than the acrylic materials that are commonly used. He is also exploring the possibilities of using silk to integrate a technological component with living tissue. "We're thinking of how to scale up [production], how to interface with current technology," Omenetto says. He hopes some of the more "gadget-like" fruits of his labor will be commercially available within the next five to 10 years.

Guiding light with real silk

Silk-doped composites are the subject of Omenetto's talk at FiO, but the optical merits of pristine silk will be the subject of Huby's. Her team is experimenting with pure spider silk as a relatively inexpensive and ecologically friendly way to manipulate light within photonic chips.

As a light guide, silk works in a way comparable to the more commonly used glass microfibers that carry light within a chip; but silk comes out of the spider ready to use, whereas glass microfibers have to be heated to high levels and carefully sculpted at great expense. Huby's silk is collected by a group of molecular spectroscopy experts led by Michel P?zolet of Universit? Laval in Quebec, then integrated into circuits at her team's lab at Rennes. To her knowledge, this is the first time the optical properties of pristine silk have been exploited.

By integrating real spider silk into a microchip, the researchers found that silk could not only propagate light but could also direct light, or "couple" it, to selected parts of the chip. Huby hopes this work can be used to create biosensors that could detect the presence of a molecule or the activity of a protein: as light waves passed through a blood sample, for example, the molecules would change the properties of the light wave in an observable way.

The next step for Huby's team, she says, is to see what biologists and medical professionals need and then create devices they can use. Besides making biosensors, spider silk could also provide a light source for taking pictures inside of the body. Natural silk is only five microns in diameter, less than a tenth the width of a human hair. A pristine fiber of spider silk, which is so thin and strong, could carry light into the body through a very small opening, providing less invasive ways to do internal imaging or even chemical diagnoses using spectroscopy, which is the analysis of matter based on its interaction with light.

As a spokesman for silk's status as the material of the future -- he gave a TED talk on the subject last year -- Omenetto believes these recent successes will help more people become excited about the potential of this remarkable material.

"I like to think we threw a big stone in the pond," Omenetto says. "And hopefully the waves will continue."

Even a Little Exercise Boosts Self-Esteem in Overweight Teens ...

SUNDAY, Oct. 7 (HealthDay News) -- Even a little exercise can improve the mental health of overweight teens, according to new research.

A Canadian study found a small amount of activity helps these young people with issues such as body dissatisfaction, social alienation and low self-esteem.

"The first thing I tell teens and parents struggling with their weight in my practice is to throw away the scale," Dr. Gary Goldfield, a psychologist and clinical researcher at the Children's Hospital of Eastern Ontario Research Institute, and an associate professor of pediatrics at the University of Ottawa, said in a hospital news release. "These kids face enough challenges with bullying and peer pressure today. This new study is proof positive that even a modest dose of exercise is prescriptive for a mental health boost."

The researchers randomly assigned 30 adolescents, ranging in age from 12 to 17, to either ride a stationary cycle while listening to music of their own choice or play an interactive video game they had picked out for one hour. They completed the activity in a lab at a light to moderate level of intensity. The sessions were repeated twice a week for 10 weeks.

Following their workouts, the adolescents were asked how competent they felt academically, socially and athletically. They also reported on their body image and self-esteem.

Although the two groups of teens had few physical changes over the course of 10 weeks, they thought they were more competent socially and at school, the study revealed. They also felt better about their appearance and weight. The researchers suggested this mental health boost could help overweight teens overcome teasing, discrimination and weight-related bias.

"We're talking about psychological benefits derived from improved fitness resulting from modest amounts of aerobic exercise, not a change in weight or body fat," Goldfield said. "If you can improve your physical activity and fitness even minimally, it can help improve your mental health. By teaching kids to focus on healthy, active lifestyle behaviors, they are focusing on something they can control."

The study was published online Sept. 30 in the Journal of Pediatric Psychology.

Farther-reaching U.S. sanctions needed for Iran: Senate aide

WASHINGTON (Reuters) - Republican Senator Mark Kirk, who last year co-authored a package of U.S. sanctions on Iran's banking and oil sectors, is working on new legislation that would further tighten the economic noose on Tehran, an aide to the lawmaker said Monday.

Kirk and other U.S. lawmakers are pushing to expand sanctions aimed at cutting off revenues they believe Iran is using to advance its nuclear program.

Undermined by sanctions, Iran's currency lost about a third of its value in 10 days, sparking civil unrest last week.

Kirk is working on legislation that could be offered as an amendment to an annual defense policy bill that the Senate and House of Representatives must finalize after the November 6 presidential election.

The bill would seek to ban all international banks, whether private or government-owned, from conducting transactions with any Iranian bank that is in any way connected to the Central Bank of Iran, an aide to Kirk told Reuters on condition of anonymity.

Currently, only oil-related transactions with the central bank are covered.

The bill would seek to blacklist Iran's entire energy sector, and ban insurance or reinsurance services to Iran, making more transactions and services subject to sanctions, the aide said.

The only exceptions would be for food and humanitarian aide, and oil exports that are allowed under current sanctions law.

"As the Iranian regime continues to defy the U.N. Security Council and refuses to halt its uranium enrichment activities, Senator Kirk is committed to building a bipartisan coalition to impose farther-reaching sanctions on the Islamic Republic," the aide said.

The United States has long barred American firms from doing business with Iran. In December, the government adopted measures authored by Kirk and Democratic U.S. Senator Robert Menendez that force international buyers of Iranian oil to cut their purchases.

Last week, Menendez said in an interview that he was working on a bill to impose new penalties on foreign banks that handle any significant transactions with Iran's central bank.

Menendez said he is also looking at ways to freeze an estimated 30 percent of Iran's foreign currency reserves held in banks outside the country.

In the U.S. House, Howard Berman, the top Democrat on the Committee on Foreign Affairs, is working on measures similar to the Menendez proposal, an aide said last week.

U.S. Defense Secretary Leon Panetta said on Saturday that the international community will impose more economic sanctions on Iran if the country does not resolve concerns over its nuclear program.

"The United States will continue to work with the other countries in the international community to see if additional steps need to be taken," Panetta said.

Western nations believe Iran is trying to build nuclear weapons, while Tehran has insisted its program is for civilian purposes.

Thousands march to protest austerity cuts in Spain

MADRID (AP) ? Several thousand people marched in downtown Madrid on Saturday to protest austerity measures they say will lead to cuts in cherished national health care and the privatization of public services.

Marching under banners reading "Neither cuts nor privatizations," many protesters were civil servants hit with a wage freeze next year.

Spain is experiencing its second recession in three years, is burdened with an unemployment rate of nearly 25 percent and social unrest is on the rise. The number of people registered unemployed rose to 4.71 million in September as the tourism season ended and businesses let workers go.

"I work in a hospital, but I'm about to end up unemployed," 58-year-old nurse Victoria Gutierrez said. "On Oct. 30, my temporary contract will finish and it won't be extended.

"We have minimum cover on every floor at every hospital," she said. "This is affecting not just hospitals, also education and civil services, everything."

The government has pushed through nine straight months of tough austerity measures which have prompted Spain's 17 regional governments, some of which are heavily indebted, to slash spending in health care and education.

CARACAS, Venezuela (AP) ? President Hugo Chavez won re-election and a new endorsement of his socialist project Sunday, surviving his closest race yet after a bitter campaign in which the opposition accused him of unfairly using Venezuela's oil wealth and his near total control of state institutions to his advantage.

A long wait for the results produced high tensions, including a Twitter hashtag called BitingNails that became the most popular in the country. Finally, fireworks exploded over downtown Caracas amid a cacophony of horn-honking by elated Chavez supporters waving flags and jumping for joy outside the presidential palace.

With 90 percent of votes counted, Chavez had more than 54 percent of the vote to 45 percent for challenger Henrique Capriles, an athletic 40-year-old former state governor who unified and energized the opposition while barnstorming across the oil-exporting nation.

But Capriles' promises to seriously address violent crime that has spun out of control, streamline a patronage-bloated bureaucracy and end rampant corruption proved inadequate against Chavez's charisma, well-oiled political machine and a legacy of putting Venezuela's poor first with generous social welfare programs.

Chavez rallied thousands of supporters from a balcony of the presidential palace, holding up a sword that once belonged to 19th century independence hero Simon Bolivar.

"The revolution has triumphed!" Chavez told the crowd, saying his supporters "voted for socialism."

The crowd responded chanting "Chavez won't go!"

Chavez will now have a freer hand to push for an even bigger state role in the economy and continue populist programs. He pledged before the vote to make a stronger push for socialism in the next term. He's also likely to further limit dissent and deepen friendships with U.S. rivals.

A Capriles victory would have brought a radical foreign policy shift including a halt to preferential oil deals with allies such as Cuba, along with a loosening of state economic controls and an increase in private investment.

It was Chavez's third re-election in nearly 14 years in office. It was also his smallest victory margin. In 2006, he won by 27 percentage points.

"I can't describe the relief and happiness I feel right now," said Edgar Gonzalez, a 38-year-old construction worker.

He ran through crowds of Chavez supporters packing the streets around the presidential palace wearing a Venezuelan flag as a cape and yelling: "Oh, no! Chavez won't go!"

"The revolution will continue, thanks to God and the people of this great country," said Gonzalez.

Voter turnout was an impressive 81 percent, compared to 75 percent in 2006. Chavez paid close attention to his military-like get-out-the-vote organization at the grass roots, stressing its importance at campaign rallies. The opposition said he unfairly plowed millions in state funds into the effort.

Chavez spent heavily in the months before the vote, building public housing and bankrolling expanded social programs.

"I think he just cranked up the patronage machine and unleashed a spending orgy," said Michael Shifter, president of the Washington-based Inter-American Dialogue think tank.

But Shifter also didn't deny the affinity and gratefulness Venezuela's poor feel for Chavez. "Despite his illness, I still think he retains a large emotional connection with a lot of Venezuelans that I think were not prepared to vote against him."

Chavez spoke little during the campaign about his fight with cancer, which since June 2011 has included surgery to remove tumors from his pelvic region as well as chemotherapy and radiation treatment. He has said his most recent tests showed no sign of illness.

Capriles told supporters not to feel defeated.

"We have planted many seeds across Venezuela and I know that these seeds are going to produce many trees," he told a hall of supporters.

Despite winning a February primary that unified the opposition, Capriles proved no match for Chavez's electoral prowess.

David Valencia, a 20-year-old Capriles supporter, said he was disappointed but that he hadn't lost hope despite the loss.

"There is still a sense in our hearts of wanting a better country," he said.

One pro-Chavez voter, private bodyguard Carlos Julio Silva, said that whatever his faults, Chavez deserved to win for spreading the nation's oil wealth to the poor with free medical care, public housing and other government programs. The country has the world's largest proven oil reserves.

"There is corruption, there's plenty of bureaucracy, but the people have never had a leader who cared about this country," Silva said after voting for Chavez at a school in the Caracas slum of Petare.

At many polling places, voters began lining up hours before polls opened at dawn, some snaking for blocks in the baking Caribbean sun. Some shaded themselves with umbrellas. Vendors grilled meat and some people drank beer.

Chavez's critics say the president has inflamed divisions by labeling his opponents "fascists," ''Yankees" and "neo-Nazis," and it's likely hard for many of his opponents to stomach another six years of the loquacious and conflictive leader.

Some said before the vote that they'd consider leaving the country if Chavez won.

Gino Caso, an auto mechanic, said Chavez is power-hungry and out of touch with problems such as crime. He said his son had been robbed, as had neighboring shops.

"I don't know what planet he lives on," Caso said, gesturing with hands blackened with grease. "He wants to be like Fidel Castro ? end up with everything, take control of the country."
