CAPE CANAVERAL, Florida (Reuters) ? A six-ton NASA science satellite crashed to Earth on Saturday, leaving a mystery about where a ton of space debris may have landed.

The U.S. space agency said it believes the debris ended up in the Pacific Ocean, but the precise time of the bus-sized satellite's re-entry and the location of its debris field have not been determined.

The Upper Atmosphere Research Satellite, or UARS, ended 20 years in orbit with a suicidal plunge into the atmosphere sometime between 11:23 p.m. on Friday and 1:09 a.m. EDT on Saturday (0323 to 0509 GMT Saturday), NASA said.

The satellite would have been torn apart during the fiery re-entry, but about 26 pieces, the largest of which was estimated to have weighed 330 pounds (150 kg), likely survived the fall, officials said.

As it fell to Earth, UARS passed from the east coast of Africa over the Indian Ocean, then the Pacific Ocean, across northern Canada and the northern Atlantic Ocean to a point over West Africa. Most of the transit was over water, with some flight over northern Canada and West Africa, NASA said.

"Because we don't know where the re-entry point actually was, we don't know where the debris field might be," said Nicholas Johnson, chief orbital debris scientist at NASA's Johnson Space Center in Houston. "We may never know."

Stretching 35 feet long and 15 feet in diameter, UARS was among the largest spacecraft to plummet uncontrollably through the atmosphere, although it is a slim cousin to NASA's 75-tonne (68,000 kilogram) Skylab station, which crashed to Earth in 1979.

Russia's last space station, the 135-tonne (122,000 kilogram) Mir, crashed into the Pacific Ocean in 2001, but it was a guided descent.

NASA now plans for the controlled re-entry of large spacecraft, but it did not when UARS was designed.

The 13,000-pound (5,897 kg) satellite was dispatched into orbit by a space shuttle crew in 1991 to study ozone and other chemicals in Earth's atmosphere.

It completed its mission in 2005 and has been slowly losing altitude ever since.

With most of the planet covered in water and vast uninhabited deserts and other land directly beneath the satellite's flight path, the chance that someone would be hit by falling debris was 1-in-3,200, NASA said.

"The risk to public safety is very remote," it said.

The satellite flew over most of the planet, traveling between 57 degrees north and 57 degrees south of the equator.

UARS was one of about 20,000 pieces of space debris in orbit around Earth. Something the size of UARS falls back into the atmosphere about once a year.

San Francisco Giants fan Bryan Stow, severely beaten on baseball's opening day and in a coma since, had a major surgery one week ago. This week he's speaking to his family and asking to see his kids.

Progress is still slow going, according to the Stow family's blog, but, when showed a picture of his children Tyler and Tabitha, Stow said, "I would like to see them."

Stow underwent surgery to install a shunt as well as a speaking valve. He has been able to move his left arm since that surgery, as well. When asked, he also recited his birth date.

"We are blown away with all of this," the family's blog reads. "Literally, one day we got some facial responses and the next, he's talking. His voice is gravelly and you have to be close to hear him, but he is talking."

Doctors continue to monitor blood clots that could migrate into Stow's lungs.

Stow, a paramedic from Santa Cruz, suffered a traumatic brain injury when he was attacked March 31 following the Dodgers' home opener against the Giants in Los Angeles.

Medical costs could exceed $50 million
Medical care for Stow is expected to cost more than $50 million, according to his lawyers.

The figure was part of a damage estimate included in papers filed earlier this month in Los Angeles Superior Court.

The filings come in a lawsuit Stow and his children have brought against Dodgers owner Frank McCourt and 13 others in the baseball team's organization. The suit alleges a lack of security, lighting and other problems at the ballpark.

Stow's health has been up and down in the months since the near-fatal beating. His doctor, San Francisco General Hospital neurosurgery chief Geoff Manley, has said it's unclear how long his recovery will take.

After the attack, Stow underwent a life-saving procedure in Los Angeles and was put in a coma for several weeks before being transported to San Francisco to be closer to his family in May.

Two men have been charged in the attack, and both pleaded not guilty last month.

U.N. chief urges nations not to abuse racism debate (Reuters)

UNITED NATIONS (Reuters) ? A decade after an acrimonious summit on racism, U.N. chief Ban Ki-moon urged nations on Thursday not to use the issue for "inflammatory rhetoric," a reference to attempts to brand Israel as racist.

"We are all aware that the original Durban conference and its follow-up two years ago caused immense controversy," the U.N. secretary-general told a meeting on Thursday marking the 10th anniversary of the Durban, South Africa, conference.

"We should condemn anyone who uses this platform to subvert that effort with inflammatory rhetoric, baseless assertions and hateful speech. Our common commitment must be to focus on the real problems of racism and intolerance," he said.

The Durban event was marked by wrangling about Middle Eastern and African demands for reparations for slavery, and attempts by Islamic countries to brand Israel as racist. Israel and the United States walked out of the conference.

A follow-up conference in Geneva in 2009 also descended into chaos after Iranian President Mahmoud Ahmadinejad called Israel a "cruel and repressive racist regime." Ahmadinejad addressed the U.N. General Assembly on Thursday.

The tensions remain. Thursday's meeting was boycotted by more than a dozen Western nations, including the United States, Britain and France, and caused a coalition of pro-Israel groups to publicize a rival gathering across the street.

Closing remarks by Swaziland Prime Minister Barnabas Sibusiso Dlamini indicated the controversy was unlikely to abate.

"Several speakers referred to people under foreign occupation and the situation in the occupied Palestinian territories," he said. It was that reference in the original Durban declaration that angered Israel and its supporters.

Dlamini noted that other speakers stressed the importance of not singling out a specific country or region.

'DIVISIVE CHAPTER'

The Durban conference "and the anti-Semitic atmosphere in which it was held was a particularly unpleasant and divisive chapter in the U.N.'s history," British Foreign Secretary William Hague said in a statement this month. "It is not an event that should be celebrated."

The White House said the United States had not taken part in the event because "since its inception... the Durban process has included ugly displays of intolerance and anti-Semitism."

"We remain fully and firmly committed to upholding the human rights of all people and to combating racial discrimination, xenophobia, intolerance, anti-Semitism and bigotry," the statement said.

Israel's U.N. ambassador, Ron Prosor, criticized the world body for holding Thursday's event and hosting speeches from countries such as Iran.

"We cannot -- and will not -- ignore such a willful misuse and abuse of the United Nations," Prosor said in e-mailed comments. "Many of the world's free nations are joining Israel in refusing to give legitimacy to this year's Durban Commemoration. Fourteen nations are boycotting the event outright. This is a powerful message."

Ban said in his speech that racial intolerance "has increased in many parts of the world over the past decade" and that indicates "we have not done enough to stem the tide."

South African President Jacob Zuma said "racism continues to pose a challenge the same way it did in 2001."

"Racism and racial discrimination continue to be a brutal attack on human dignity, an affront to self-worth of individuals and has a prolonged and negative impact on its victims," he told the meeting.

Superconferences still on hold as Pac-12 stays put (AP)

NEW YORK ? The seismic shift in college athletics has once again been diverted.

Unless there is a major surprise looming, the latest round of conference realignment will only produce a handful of changes. The 16-team superconference is again on hold.

The Pac-12 presidents and chancellors decided late Tuesday night not to expand, leaving Texas and Oklahoma to figure out a way to get along in the Big 12.

"After careful review we have determined that it is in the best interests of our member institutions, student-athletes and fans to remain a 12-team conference," Commissioner Larry Scott said in a statement. "While we have great respect for all of the institutions that have contacted us, and certain expansion proposals were financially attractive, we have a strong conference structure and culture of equality that we are committed to preserve."

Texas, Oklahoma, Oklahoma State and Texas Tech were considering a move from the Big 12 to the Pac-12 ? a move that could have killed the Big 12. After expanding from the Pac-10 with new members Utah and Colorado last year, members of the new Pac-12 decided not to stretch the league farther east.

"We were not surprised by the Pac 12's decision to not expand at this time," Oklahoma President David Boren said. "Even though we had decided not to apply for membership this year, we have developed a positive relationship with the leadership of the conference and we have kept them informed of the progress we've been making to gain agreement from the Big 12 for changes which will make the conference more stable in the future.

"Conference stability has been our first goal and we look forward to achieving that goal through continued membership in the Big 12 Conference."

Meanwhile, across the country in New York, Big East Commissioner John Marinatto emerged from a three-hour meeting with officials from the league's football schools to say his members "pledged to each other that they are committed to move forward together."

The Big East also has been staring at an uncertain future after Pittsburgh and Syracuse announced last weekend they are moving to the Atlantic Coast Conference.

But now it appears the Big East, like the Big 12, stands a good chance to survive, too ? for now.

Marinatto said all the league's members ? including Notre Dame and the seven other non-football members ? are committed to aggressively recruiting replacements for Syracuse and Pittsburgh, though he would not indicate which schools are candidates.

He said the league will enforce the 27-month notice agreement in its bylaws and not allow Syracuse and Pitt to leave until the 2014-15 academic year.

He also said he expects TCU to join the league in 2012 as previously agreed upon.

As for the Big 12, the board of regents at Texas and Oklahoma voted Monday to give their presidents the right to choose a new conference.

Oklahoma State was going to follow Oklahoma's lead and Texas Tech planned to do the same with Texas.

Texas and Oklahoma were not acting together. Texas officials had stated several times it wanted to keep the Big 12 alive.

Oklahoma officials said they were looking for stability and equal revenue sharing, which does not occur in the Big 12. Texas has its own cable television network and gets the biggest cut of the Big 12's revenue.

The Pac-12 has equal revenue distribution and would not change that for Texas. Without Texas in the deal, the Pac-12's leaders didn't have quite the appetite for expansion.

The Sooners and Longhorns, bitter rivals on the field, now need to work out some differences off it.

A person familiar with the schools' discussions said Texas and Oklahoma officials are expected to meet in the next few days to negotiate an agreement to keep the universities in the league for at least the next five years. The person requested anonymity because the meeting had not been announced.

Whether other schools would be invited to join that meeting was unclear Tuesday night.

Scott tried to bring Oklahoma and Texas into his conference last summer, but his bid to create a superconference called the Pac-16 fell short when Texas decided to stay in the Big 12, in part to start its own network.

Nebraska and Colorado did leave the Big 12, but Big 12 Commissioner Dan Beebe managed to keep the conference together.

When the Longhorn Network became a reality, Texas A&M had had enough.

A&M, which flirted with the Southeastern Conference last year, reached out to the SEC and ended up being invited to join that league earlier this month. That deal has not yet been finalized because some Big 12 members, such as Baylor and Iowa State, have not waived the right to possibly sue Texas A&M and the SEC.

But if the Big 12 and its new 13-year, $1 billion television deal reached with Fox Sports in April survives, the exit should be clear for Texas A&M. And the rest of the Big 12 can go back to looking for a replacement.

After the Pac-10 grew by two, adding Colorado and Utah from the Mountain West, the league negotiated a landmark 12-year television contract with Fox and ESPN worth about $3 billion, allowing the conference to quadruple its media rights fees and start its own network.

"We have a very good situation and a bright future," Stanford athletic director Bob Bowlsby said.

It's hard to say for sure if this will put an end to conference realignment for a while. Many thought after last summer's maneuvering, things would settle down ? and that barely lasted a year.

ACC Commissioner John Swofford has said his league is comfortable with 14 members, which it will have when Pitt and Syracuse join, but is not "philosophically" opposed to expanding to 16.

Despite their latest pledge to work together, the Big East still seems susceptible to another raid by the ACC or maybe the SEC.

Adding UConn and possibly Rutgers, located in New Jersey, would allow the ACC to further extend its reach into the Northeast and the New York City television market.

The SEC will be up to 13 schools when Texas A&M's move becomes official and even though it has said it can stay at the number, it seems logical to go to 14.

West Virginia and Missouri have both been speculated to be candidates and there were reports earlier Tuesday that the SEC and Missouri had a tentative agreement.

The SEC shot that down.

"The Southeastern Conference has not agreed formally or informally to accept any institution other than Texas A&M, and there have not been conference discussions regarding changes in divisional alignments," SEC associate commissioner Charles Bloom said.

With Texas and Oklahoma still around, there might not be a reason for Missouri to relocate.

Despite all the angst that realignment has caused many in major college athletics over the past month, sweeping change has seemingly been avoided.

PHOENIX - Just below a sign that said "We Believe," a speaker blared Journey's "Don't Stop Believin'" across Arizona's clubhouse.

A setup? Possibly.

Either way, there's not much doubt in these Diamondbacks.

Ian Kennedy pitched eight dominant innings to become the NL's first 20-game winner, Justin Upton hit a broken-bat homer and Arizona moved a step closer to its first NL West title in four years with a 1-0 victory over the Pittsburgh Pirates on Monday night.

"This is the most important part, which is winning games, taking away that magic number and clinching here pretty soon," said Kennedy, who joined Detroit's Justin Verlander as the only 20-game winners in the majors.

Their lead quickly dwindling over surging San Francisco, the Diamondbacks needed a boost to start a nine-game, season-ending homestand.

They certainly got it from Kennedy.

The built-like-a-boulder right-hander had the Pirates guessing all night, giving up one hit ? to the opposing pitcher, no less ? while matching his career high with 12 strikeouts to become the fourth Diamondbacks pitcher to reach 20 wins.

Kennedy gave the Diamondbacks what has become expected of him.

Upton provided an improbable shot, leading off the sixth inning with his 31st homer off Jeff Karstens (9-9), a drive to left that snapped off his bat and was later upheld by a video review.

The Diamondbacks were firmly in control of the NL West just a couple of weeks ago, leading by 9? games with 16 left. They entered the three-game series against Pittsburgh a little more white knuckled thanks to San Francisco's eight-game winning streak and a three-game skid of their own that ended with a win over San Diego on Sunday.

Arizona hoped to climb closer to its first division crown since 2007 against the fast-fading Pirates, who led the NL Central in late July but fell 22 games out of first after a 15-1 loss to the Dodgers on Sunday.

The Diamondbacks figured to have a good shot with Kennedy on the mound.

Arizona's ace has become a legitimate Cy Young Award contender by allowing one run or less 16 times on his way to a 2.88 ERA. The right-hander had gone 11-1 with a 2.42 ERA in his previous 13 starts and had a 1.69 ERA while winning his previous six outings at Chase Field.

Kennedy overmatched the Pirates from the start, retiring the first eight hitters before Karstens, an .087 hitter, lined a single through the left side. Kennedy seemed to get stronger after that, striking out the final six batters he faced to join Randy Johnson and Curt Schilling (2001-02) and Brandon Webb (2008) as the only 20-game winners in Diamondbacks history.

"Our guys were trying to stay after it all night against him," Pirates manager Clint Hurdle said. "He was very, very sharp."

Karstens wasn't bad, either. He had missed two starts in September due to shoulder fatigue, thanks in part to a career-high 156 1-3 innings, and was just OK in his return last Tuesday against St. Louis.

The right-hander looked good against the Diamondbacks, scattering four hits over the first five innings before Upton hit his bizarre homer.

Despite hitting the ball squarely, Upton was left with just the handle of his bat in his hands as the rest of it flew to the dirt at third base. The ball sailed just out of the reach of Presley in left after a fan touched it on the way down, but the homer was upheld after a quick video review by the umpires.

Karstens allowed five hits before being lifted for a pinch-hitter after six innings.

"I wanted to go back out," Karstens said. "It was a 1-0 ballgame. I felt like I still had good stuff."

Just not as good as Kennedy's.

Malaria: Epidemic On the Run (Time.com)

In the most malarious town on earth, I find Dr. Matthew Emer at his desk behind two sets of fly screens and under a ceiling fan. I introduce myself and tell Emer I am reporting on a campaign to wipe malaria off the planet. If I want to know why that is important and how hard it might be, I say, it seems a good idea to see how bad it can get - and I've read that in Apac, a district of 515,000 people in northern Uganda, the average person is bitten four times a day by malaria-infected mosquitoes. Emer nods. There are other, more telling statistics, he says, like how in the worst weeks, his handful of staff members may treat 5,000 people. Or how from 2007 to '08, those treated included 70% of all children in Apac and nearly a third of the area's total population.

Emer also wants me to understand that contracting malaria is often just the beginning of one's troubles. Malaria might kill you. But if it doesn't, it may be the start of an endless cycle of illness and poverty. "Because kids get malaria, there is a lot of absence from school," he says. "So our kids don't do well. So they don't get good jobs, and they don't earn money. Then they have children, who also get sick, and the parents have to spend their little money on them instead of spending it on schools or other things - and they have to stay home to look after them, so they lose more money. Malaria keeps us poor." (Read: "Progress Against Malaria in Africa Is Real but Fragile.")

And as malaria breeds poverty, poverty breeds more malaria. "Say every house has five children and each child has five to 10 episodes of malaria a year," says Emer. "And Coartem [the most effective antimalarial drug] costs $8 to $10. That's up to $500 a year for someone who earns $1 a day or less." Emer watches me jot down the figures on my notepad.

"That doesn't add up," I say finally.

"It doesn't add up," repeats Emer.

"What happens to the children whose parents can't afford Coartem?" I ask.

"They die," replies Emer.

The need for foreign aid is never clearer than in a place where $500 can keep a family alive for a year. But Apac is also an example of how good intentions are no guarantee of good aid. On that first visit to Apac, in August 2009, I found two foreign aid programs, but neither concerned malaria, and one was even a wetland- preservation scheme that barred residents from draining the swamps that surrounded the town - the very waters where mosquitoes could lay eggs.(See how malaria has crippled one town in Uganda.)

Today aid donors and recipients are increasingly asking, Does aid work? After half a century during which benefactors gave billions of dollars to Africa and Asia, they are finding the answer is often no. There are as many reasons for aid's failure as there are bad aid projects in the world. But one aspect of modern aid that donors are particularly uneasy about is the way it feels unnervingly like a giant business. Global aid is worth about $120 billion a year, according to the Organisation for Economic Co-operation and Development, about the same as the combined annual output of the 20 poorest countries in Africa. And there are striking similarities in how aid and business work. Aid contracts are awarded by competitive tender. Aid agencies are run like corporations, headed by chief executives whose subordinates run departments such as marketing and human re sources. And aid workers, like their corporate counterparts, plot long careers stretching from the regions - in this case African villages - to the top of the ladder at headquarters, perhaps a U.N.-agency office in New York City. For this, they are generously rewarded. Add up the tax-free (except for U.S. citizens) salary of $139,074 to $204,391 earned by a midranking U.N. manager in, say, eastern Congo. Toss in his $75,000 car, his business-class flights home and to development conferences around the world, his children's education and tens of thousands of dollars a year in other expenses and the total comes to about half a million dollars a year.

Big aid agencies are especially like big businesses. In theory, the goal of every aid agency should be to close up shop, its job done. In practice, that's often still true of smaller, volunteer projects. But larger agencies focus not on folding but on expanding. The core proposition of global aid conglomerates like Oxfam or Save the Children or CARE or World Vision is not expert, specialized assistance but a branded, indiscriminate offer of help. In one country, that help might involve digging wells; in another, running a school; in a third, distributing medicine; in a fourth, advising on microfinance. Expertise - in a particular disease or disaster or country or type of aid - is often something acquired on the job.

Presented with a new catastrophe, the big agencies bid to be part of the assistance operation not so much because they are good at it (they might be, they might not be) or because they want to help (though they almost certainly do) but because that is where the money, a sine qua non, is. As agencies become ever more established, what was originally intended as small-scale, temporary assistance becomes big and permanent. Instead of helping governments, aid agencies replace them. Instead of solving problems, they may unwittingly institutionalize them.

For examples, look no further than the biggest of all aid operations: the responses to natural disasters like the 2004 Asian tsunami, the 2005 Kashmir earthquake or Haiti or Somalia today. Disasters require humanitarian mitigation in the short term. But solving a crisis in the long term requires a country to acquire an ability to look after its own. Poor countries that suffer disaster may not have that capacity. And if aid prevents them from learning the necessary skills, they risk being for ever dependent on handouts. In some cases, the haste to help can lead to poorly policed aid, which can exacerbate the causes of a disaster. In Darfur and eastern Congo, refugee camps provided a safe haven for those fleeing war but also for, respectively, Sudan's janjaweed and Rwanda's equally genocidal Hutu militias, which used the camps to regroup, rearm and refinance. Philip Gourevitch, chronicler of Rwanda, describes the Congo aid operation as not so much fixing a crisis as "catering it." (See photos of the most malarial town on Earth.)

When Business Gets It Right
I began following the malaria campaign because it offered the prospect of reinvention, perhaps even salvation, to the aid world. It did that not by shying away from what aid and business have in common but by embracing the similarities, accepting that aid was as much about economics as it was about charity, and building on that. The campaign had its intellectual foundation in studies done in the 1990s by the World Bank and the development economist Jeffrey Sachs. Curing disease wasn't just about saving lives, the World Bank reported in a groundbreaking report in 1993. It was about saving money too. As Emer knew all too well, afflictions like malaria, tuberculosis and HIV/AIDS had a huge cost in money spent on medicine and treatment and in days out sick from work and school. Sachs later calculated malaria's annual total economic loss to Africa to be in the tens of billions of dollars. By the same logic, fixing the problem - something Sachs estimated would be a relative bargain at $3 billion a year - would not only save lives but also finally move Africa off depen dency on aid and onto a path toward autonomy and prosperity.

Presented with a case for malaria control as being in their financial interest, companies such as ExxonMobil and Anglo Gold Ashanti threw hundreds of millions of dollars into protecting their workers and the villages around their plants. As businesses moved into aid, individual businesspeople did too. The turn of the millennium saw a new generation of superrich philanthropists like Bill Gates and Warren Buffett become some of the biggest forces in aid. They introduced a boardroom logic to foreign assistance. It wasn't so much that inequality was unjustifiable, though extreme disparity clearly was. It was that inequality was unintelligent. Poverty didn't hurt just the poor. It hurt everyone. A prosperous, healthy Africa would cost the West less in assistance and benefit the world more as a trading partner.

Malaria Visionary
More than anyone else, the new U.N. special envoy for malaria embodied this new creed of enlightened self-interest. Ray Chambers was a former Wall Street titan who all but invented the ultimate tool of 1980s self-enrichment, the leveraged buyout, then became a philanthropist in the mid-1980s when he discovered that money didn't make him happy but giving it away did. Initially, he directed most of his efforts toward revitalizing his hometown, Newark, N.J. - a city that surely needed the help. In doing so, he applied the techniques of an entrepreneur: establishing a nonprofit commodities-trading fund to raise cash, networking to find investors, even deploying his favorite weapon for getting more from less - leverage - to make politicians, businesspeople and the media spark off one another. As a result, says Steven Phillips, head of ExxonMobil's malaria program, Chambers developed "an intense understanding of the levers of power. He knew how to change the world." When he moved into malaria, Chambers also moved to the center of the story I wanted to tell: how the malaria campaign opened up a whole new understanding of aid. Over almost two years, I traveled with him across Africa to meetings with business people, governments and aid agencies, out in the villages, around malaria- research stations and through crowded wards of city hospitals. I watched Chambers pull off the ultimate piece of leverage: persuading the White House and the world's biggest business, ExxonMobil, and the world's biggest television show, American Idol, to produce a multibillion-dollar campaign whose extraordinary ambition was to eradicate malaria. Reaching that goal would take a few decades. But even the first stage of the campaign - distributing a bed net to everyone in the world who needed one - was stunningly successful. In a little over three years, Chambers and the malaria campaign distributed 382.5 million nets in Africa, a level of coverage that, if maintained, would save perhaps 2.5 million lives by 2015.

In December 2010, 17 months after my earlier visit, I returned to Apac. Emer was where I had left him, at his desk. Nothing else was the same. His figures showed that until June 2010, malaria was as bad as ever, up to 5,000 cases a week. But in June, the malaria campaign arrived with insecticide sprays and bed nets, and weekly cases fell to 3,594, then 2,843, and on to 2,426, 2,120, 1,684, 1,385 and finally 1,269. "You can see it!" exclaimed Emer. "You can witness it! Less children sick! Parents spending less money on medicine! Mothers spending more time on their gardens and going to the markets rather than spending four to five days every few months in hospital! When you went to the hospital before, it was full - full of people wailing and dying. You couldn't count them! Now, for the first time ever, we are going to get on top of malaria!" Apac wasn't the only thing that had changed, I said. Emer looked down at himself, as though administering a self-examination. "I am changed," he concluded, "and I am happy. There is a reason to smile here again."
